Duties
- Maintain unit information to monitor recreation resources program activities through the use of applicable databases.
- Gather relevant information for cost projections of recreation facilities and related maintenance and operation.
- Collect and/or evaluate resource data using current policy and guidelines to make accurate decisions.
- Communicate program information to the public regarding the agency?s management practices, rules, and regulations relating to all developed recreation areas.
- Negotiate with private landowners and/or mining claimants to secure rights-of-ways deeds or easements.
- Report all known violations of law or regulations to proper authorities.
- Develop and/or administer annual work plans for recreation, lands, trails and special uses.
- Implement recreation plan objectives and inspect recreation uses, administration of special authorizations and concessionaire operations.
- Ensure compliance of all developed recreation areas with federal laws and report violations with the assistance of local law enforcement agencies.
- Conduct surveys and studies of existing dispersed and developed recreation facilities and their present use and demand.
- Recommend and prioritize potential sites for maintenance, reconstruction, repurposing or closure based on studies and/or data.
- Monitor maintenance, reconstruction, repurposing or closure of recreation trails, parking areas, trailhead facilities, campgrounds, picnic areas, parking areas and access roads to meet agency needs.
- Develop environmental documents and impact statements on proposed programs (e.g. recreational sites, wilderness, trails, or off highway vehicles, etc.) in accordance with National Environmental Policy Act.
- Process special use applications for supervisory review in accordance with agency guidelines.
- Write assessment and decision-oriented documents of varying complexities to address program issues.
- Author resource reports for assigned programs in support of the recreation program.
- Ensure the development and modification of operating plans for developed recreation areas.
- Communicate program information to the public on agency off highway vehicle practices, rules and regulations.
- Demonstrate leadership in establishing and maintaining a work environment that is free from discrimination and creates a sense of inclusion and support for all employees in the workplace.
- Reinforce to others that offensive, harassing, and intimidating behavior will not be tolerated.

Basic Requirement:
GS-0401:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-09: You must have one year specialized experience at or equivalent to the next lower grade level (GS-07) in the Federal service. Examples of specialized experience include: Assisted with evaluating special use and lands issues in planning and organizing special use permits, provided program input into the natural resources planning process, assisted with developing an annual program of work; assisted with tracking permit holder status and assisted with inspections of permit holder facilities. Created recreation and non-recreation special use permits in a database; OR a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
