Serves as the Region III contact for Voluntary Protection Program (VPP) related initiatives and interacts/interfaces directly with parties interested in VPP. Actively participates in the reviews of inspection records of applicant sites and makes recommendations and guides changes needed to elevate borderline companies’ safety and health programs to VPP quality. Independently provides technical health and safety expertise for the preapproval program reviews done on-site and assists approved participants on technical and procedural matters to convince employers of the value of VPP.
Accepts and reviews VPP applications from interested parties, and, in accordance with guidelines, will conduct on-site reviews of sites, in order to determine if program requirements are met. Recommends approval of qualified participants in each category to the Assistant Regional Administrator (ARA)/ Cooperative and State Programs (CSP).
Leads the review of pre-approval programs and any inspection history to verify the accuracy of information submitted by the applicant and assists companies, which may have deficiencies in any area of the Safety and Health Management System in order to direct the organization into a mentoring program.
Acts as the programs technical authority for record keeping and analyzes statistical data to review Total Case Incidence Rate (TCIR) and Days Away from Work, Restricted Work Activity, and Job Transfer (DART) rates to provide advisory services to safety coordinators and management officials at a site and to review a potential applicant’s basic eligibility for the VPP program. Annually reviews approved site reports for changes in program and rates and must be prepared to discuss VPP rate requirements and other VPP application processes at industry conferences.
Incumbent participates in and serves as the Senior Safety and Occupational Health Specialist for evaluations of VPP sites and prepares detailed reports of findings.
Reviews, evaluates, analyzes and makes recommendations on proposed standards to the employer on how they could affect processes. Assists applicants, ensuring the intent of the OSH Act is not violated and that applicants/sites comply with requirements of OSHA Program Standards.
