As a Architect or Civil Engineer (Construction) you will be responsible for serving as project manager for ad-hoc project teams assembled to design and manage construction of the Regions' projects. Teams may consist of Architecture and Engineering (A/E) firms including architects, multiple disciplines of engineers, other specialists and program (client) representatives and managers who are responsible for a variety of facilities and infrastructure.

Coordinates and integrates project activities by identifying the appropriate A/E services to be utilized in the planning and design process; directs pre-design site investigations to include multiple concept designs for customer consideration; provides technical assistance in negotiating easements, rights-of-way, and utility services; performs as project liaison with regulatory agencies, utility companies, cultural and natural resource compliance authorities, and hazardous material abatement requirements; provides assistance to program representatives in their review of interim designs; coordinates and prepares the agency's comments on interim designs and resolves subsequent design issues with the A/E.
Serves as the Contracting Officers Representative (COR) for A/E and construction contracts, determining (in conjunction with the contracting officer and program representative) the most appropriate method for procuring the construction contract (e.g., best value, low bid, Small Business Administration guidelines, etc.).
Participates on evaluation panels for the selection of A/E services and best value contractors; and cost negotiations with A/E firms and construction contractors.
Develops plans for implementing projects by determining appropriate project parameters, objectives, and scope; establishes schedules and deliverables.
Oversees quality assurance programs for design and construction by providing oversight and technical review of proposed designs; ensuring code compliance issues are recognized and addressed in the design process; facilitating or completing design reviews for compliance with Americans with Disability Act (ADA), energy conservation, environmental, and safety regulations, Federal laws, and Service policies.
Ensures final designs address all requirements and final cost estimates are within the available budget; approves the final design for the Service.
Conducts final inspections and acceptance of contract construction.
Manages and administers project resources by preparing Project Management Plans (PMPs); overseeing development of preliminary design data and specifications for preparation of conceptual and budgetary cost estimates; establishing project budget; reviewing payment requests from A/E firms and construction contractors, and approving for payment those requests which accurately reflect work completed; working with contractors to resolve any pay request discrepancies and making appropriate recommendations to the contracting officer for full, partial or non-payment; and tracking budget and expenditures during the course of the project to identify and resolve budget shortfalls.
Basic Education Requirements: Engineer Series 0810
A Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability in professional experience of engineering and architectural concepts, principles, and practices applicable to the full range of duties concerning investigations, surveys, planning, design, construction, and maintenance of a wide variety of facilities. Familiarity with related engineering fields such as hydraulic, electrical, mechanical, structural, and environmental, and with applicable local, State, and Federal regulations governing various projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
