This position serves as the Region's Environmental Manager with responsibility for providing continuous program direction, evaluation and coordination of all environmental planning, compliance and quality assurance functions for the Sierra Nevada Region. Special-Authorities-Those eligible under an interchange agreement
Oversees the development and implementation of the environmental planning program for Regional activities to ensure compliance with environmental legislation and regulations, agency requirements, and policies. Develops, reviews, and interprets policies, regulations and other information to determine applicability to Regional activities, issuing guidance and direction to Regional functional groups on implementing the requirements and develops work procedures, and standard operating procedures to ensure implementation. Serves as a Contracting Officer’s Representative for environmental contracts and task orders. Represents WAPA's management at public forums and work-groups to present WAPA’s opinions, viewpoints and practices associated with environmental planning and compliance programs as they relate to WAPA’s mission, construction projects and maintenance and operations programs. Serves as first-line supervisor to a multi-disciplined environmental staff comprised of 5 Federal employees engaged in environmental planning and compliance activities.
Incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.

SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as: experience in managing the full range of Federal environmental planning and compliance activities, as well as ensuring adherence to cultural resources preservation and protection legislation. This includes but is not limited to reviewing, interpreting, and applying Federal, state, and local environmental statutory and regulatory requirements to projects; developing and implementing procedures and local policies related to environmental planning and compliance; preparing and reviewing environmental document required under NEPA, such as Environmental Impact Statements (EIS), Environmental Assessments (EA’s), etc.; and representing the organizations position within the outside of the organization.
