At the entry level of this position, you will:
-Support the Section Chief in the planning and coordinating of the assigned activities of the Region 5 Coal Combustion Residual Program and be a technical resource for the Polychlorinated Biphenyl (PCB) and Resource Conservation and Recovery Act (RCRA) Subtitle C&D programs.
-Provide technical assistance and recommendations in the development of legislation, regulations, and ordinances. Reviews, evaluates and comments upon technical reports and proposals.
-Use analytical methods and techniques to analyze a wide range of scientific, engineering, legal, environmental protection, and/or environmental management issues. Advise regional management and/or state or interstate authorities on the status of scientific/engineering developments and the degree to which their involvement is needed to ensure that vital regional or state interests are considered in related agency guidance and policies.
-Provide briefings or presentations before professional, industrial, state regulatory programs and environmental groups and on regional non-hazardous waste programs and policies. Recommend proposed actions to Section Chief on complex hazardous and non-hazardous waste management priorities.

You will spend 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.
If you are selected, you may be required to complete a one-year probationary period.
This position is designated as Low Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.
You need a degree or combination of education and experience as described below to qualify for this position.
In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as providing policy and procedural guidance on environmental issues, developing and/or editing scientific/technical documents on environmental topics, and experience in collaborating with stakeholders to provide advice on environmental issues. - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.
To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as analyzing, evaluating, or providing policy and procedural guidance on environmental issues, developing scientific/technical documents on environmental topics, and communicating technical and programmatic matters related to state, local, or tribal environmental issues to internal and external stakeholders.

-Skill in interpreting environmental regulations and policy sufficient to advise stakeholders on planning, strategies and requirements.

-Skill in developing and revising processes and to advise stakeholders on complex planning strategies.
-Skill in oral communication sufficient to provide policy and procedural advice on meeting Agency standards.

A bachelor’s degree from an accredited or pre-accredited college or university in:
1301 - General Physical Science Series:
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
