The Planning and Compliance Branch Chief leads and coordinates park planning efforts and environmental compliance actions to facilitate projects and help ensure the protection of park resources. The park has recently reorganized to increase technical and fiscal support for its project management and planning functions. This position will serve a critical role in developing the growing Planning and Compliance team and will lead change during an exciting time at the park.
The Planning and Compliance Branch Chief is responsible for the preparation of compliance documents related to park planning, operations, infrastructure maintenance and development, and rights of way - specifically those requiring analyses or permitting under the National Environmental Policy Act (NEPA), the National Historic Preservation Act (NHPA), the Wilderness Act, the Clean Water Act the Endangered Species Act and other local, state and federal laws and regulations. The position serves as an important liaison to federal, state and local agencies, tribes, partners and the public.
This position reports to the Chief of Natural and Cultural Resources and supervises an Outdoor Recreation Planner, a Resource Advisor and temporary planning staff.
There is no substitution of education for experience at the grade level(s) of this announcement.
Physical Efforts/Work Environment: Work is performed primarily indoors in an office environment, meeting rooms, or similar settings. Occasionally, work may be performed outdoors in all types of weather. Outdoor assignments may be performed in potentially hazardous areas including steep slopes, rocky and uneven terrain, snow/ice environments, or heavily wooded forests. Access to the park's wilderness is on foot and often requires overnight travel. May occasionally need to travel by car or helicopter in order to assess work site and carry out job duties.
The work environment can range from moderate to major stress levels dependent on the issue/project being addressed and interest groups involved. It is highly complex in dealing with six different tribes, many different agencies and groups, and regulations/policies that sometimes conflict. Public meetings can be contentious and political interest high. Multiple priorities must be managed constantly and often change on short notice due to storm events, political interest, and developing issues.

Established in 1899, Mount Rainier is the nation's fifth oldest national park, protecting over 230,000 acres of nationally significant natural and cultural resources, approximately 97% of which is designated Wilderness. Much of the rest of the park is in a National Historic Landmark District.
This position is duty stationed in Ashford, WA. The park is located approximately 2 hours south of Seattle. It is included within the Seattle/Tacoma locality pay area. Government housing is not available, however a full range of living options are available within commuting distance, from rural to small town to suburban. All services and amenities are available in nearby communities. Outdoor recreational opportunities abound: hiking, climbing, canoeing and kayaking, biking, and fishing among others. The climate is considered moderate, but frequently overcast and rainy at lower elevations during fall, winter and spring.
Substantial snowfall is common from November-May inside the park, but less is experienced in lower elevations. Summers are normally sunny and pleasant with daytime temperatures ranging from the low 70's to low 80's and low humidity.
