Assess and apply precedents to devise strategies and plans to overcome significant forest management problems. Adapt standard scientific techniques, processes, and procedures for unit use.
Provide technical assistance to all disciplines on methods for reestablishing fire?s role in the ecological system and fire ecology operations. Collect and analyze field data, project, and landscape level planning input to carry out studies.
Participate as a member of interdisciplinary teams to evaluate impact of service and other agency activities on national forest and other lands and resources.
Review and prepare long-and/or short-range plans for prevention, detection, pre-suppression, suppression, fire coordination and implementation, and fuels management efforts.
Review and evaluate the interrelationship of fire management program elements with functional resource plans and land management plans and schedules.
Assess need and provide input into fire management analysis systems and other fire management action plans.
Develop alternative strategies which reduce adverse effects on fire management and other activities.
Advise other principal staff on the compatibility of proposed functional area actions with the overall fire management plan.
Interpret available data to address variables, effect on other resources, and the rationale of the competing interests. Use database technology to manage natural resources.
Develop natural resources databases for use in making recommendations to management. Review existing data and collections for accuracy and appropriateness. Add additional data to complete or maintain a current inventory of natural resources.
Performs other duties as assigned. Performs wildfire suppression support as directed within training and physical capabilities.

Qualifications

Basic Requirement:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major course of study in biological sciences, agriculture or natural resources management, chemistry or at least 24 semester hours in biological sciences, natural resources, wildland fire management, forestry, or agriculture equivalent to a major field of study, plus appropriate experience or additional education that is comparable to that normally acquired through the successful completion of a full 4-year course of study in the biological sciences, agriculture, or natural resources.

In addition to meeting the basic requirement, the following additional experience is required:

Applicants must have one year of specialized experience equivalent to at least the GS-9 grade level. Specialized experience for the GS-11 is defined as experience reviewing and evaluating fire management plans for ecological soundness and technical adequacy; Conducting field inspections before and after prescribed or wildland fires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and Developing analyses on the ecological role of fire and its use and/or exclusion, and smoke management.

In addition to fire program management, appropriate experience must have included either prescribed fire/fuels management - or - fire management operations as described below:

Prescribed fire/fuels management - experience in a broad range of activities such as: Professional forest or range inventory methods and procedures (e.g., Brown's planar intercept for dead and down fuels; live fuel loading assessments), or Analysis of fuel loadings and determination of appropriate fuel treatment methods and programming, or Evaluating prescribed fire plans or fire management plans to ensure fire containment is possible and identify appropriate suppression contingencies if containment is not obtained.

Fire management operations - analyzing and applying fire management strategies, plus experience in at least four of the following activities: Mobilization and dispatch coordination, Fire prevention, Training, Logistics, Equipment development and deployment, Fire communications systems, Suppression and preparedness.

Selective Placement Factors:
A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This is a secondary firefighter position under 5 USC 8336© (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the MODERATE level is a "condition of employment." The Moderate fitness (Field) test requires completing a two (2) mile hike within thirty (30) minutes, while carrying a twenty-five (25) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position.
