Individuals eligible for an Intergovernmental Personnel Act (IPA) assignment with a federal agency include employees of state and local governments; private and public colleges and universities; Indian Tribal governments; federally funded research and development centers; and qualified non-profit organizations involved in public management organizations where such assignments would be of mutual benefit to the organizations involved. *This position is not open to Federal Employees.*
This position is covered by the Department of Defense Priority Placement Program.
Several vacancies may be filled.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
SECURITY CLEARANCE: Entrance on duty is contingent upon completion of a pre-employment security investigation. Favorable results on a Background Investigation may be a condition of employment or selection to another position. You must be able to obtain and retain a SECRET CLEARANCE.
This position is NOT in the collective bargaining unit.
This is a temporary appointment not-to-exceed two years from date of agreement and can be extended up to two years.
Assignees are detailed to ONR and remain employees of their parent organization for all purposes except that they are subject to certain Federal and DoD regulations.
ONR may authorize per diem allocation for an IPA assignee.
Assignees continue to be paid by their parent organization, and as such, remains covered under their permanent employer's leave and benefit system. ONR may reimburse the parent organization for the allowable amount of compensation.
Assignees to ONR are not eligible to participate in Federal retirement, group life insurance, or health benefits programs.
Federal Agencies do not offer permanent positions as a part of IPA assignments.

The National Oceanographic Partnership Program (NOPP) Program Officer facilitates partnerships between federal agencies, academia, and industry to advance ocean science research and education. Through this collaboration, federal agencies can leverage resources to invest in priorities that fall between agency missions or that are too large for any single agency to support. Since 1997, NOPP has funded over 225 projects that address our nation's economic development, national security, quality of life, and science education. NOPP projects span a broad range of topics in oceanographic research, including environmental monitoring, ocean exploration, earth systems modeling, technology development, and marine resource management. The IPA will be assigned with the management of the National Oceanographic Partnership Program (NOPP).
