This vacancy announcement is open only to displaced federal employees in the local commuting area of Yellowstone National Park, WY who fall under CTAP/ICTAP, and those veterans eligible through VEOA.

The primary purpose of the position is to provide professional civil engineering support for the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures and facilities. Projects/work supports the implementation of park asset and development management plans with the goal of improving visitor experience and protecting and restoring natural and cultural resources. Project work may include, but are not limited to the following type of structures or facilities: campsites, visitor centers lodging facilities, employee housing, potable water systems, wastewater systems, electrical systems, communication systems, roads, bridges, trails, parking/bus facilities, transportation systems, and administrative structures. The incumbent of this position will provided comprehensive condition assessment services on constructed assets as well as scope of work and cost estimate development as related to repair, maintenance and construction activities.

You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
You may be required to travel overnight away from home up to 3-5 nights per month. You must obtain a government charge card for travel purposes.
You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
You will be required to complete a Confidential Financial Disclosure Report, OGE-450 on an annual basis.

Qualifications

All qualifications must be met by the closing date of this announcement-02/10/2020-unless otherwise stated in this vacancy announcement.

To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:
BASIC REQUIREMENT - successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) OR successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above. OR a registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board. OR completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in B above, and are acceptable toward a degree in professional engineering. OR a combination of education and experience. I have successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, my work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance. (There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.)

AND

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience which included the development of civil engineering project construction drawings, technical specifications, and cost estimates as well as project management of multiple concurrent projects as substantiated by my resume/application; knowledge of project management principles and concepts; application of professional engineering principles, practices, procedures of project development; managing contractors or other project team members and providing operational leadership principles and risk management regarding work safety. Your resume must include hours per week worked.Candidates who do not meet these requirements by close of this announcement will receive no further consideration for this position.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

Physical Demands: The work requires some physical exertion, such as long periods of standing, or recurring and considerable walking, stooping, bending, crouching, and climbing such as in performing regular and periodic construction activities, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Employees may carry light items such as books, instruments, and other similar materials. Depending on project assignments, the work may require periodic to frequent travel of up to five continuous working days, and driving a motor vehicle long distances to reach remote parks.

Working Conditions: The work is usually performed in an office setting. The work area: normally involves everyday risks or discomforts requiring safety precautions typical of offices or meeting and training rooms; or may involve occasional exposure to conditions in production facilities, laboratories, or construction sites requiring normal safety precautions. The employee may be required to participate in safety training such as fall protection, respiratory mask fit testing, or confined space entry training, as required by individual projects, to allow safe and thorough assessment of existing facilities and/or new constructions.
