The incumbent of this position will administer the WSFR Grant Programs in the Southwestern Region (Region 2) of the U.S. Fish and Wildlife Service. Duties of this position include, but are not limited to, the following:

Analyze grant proposals to determine if they are in accordance with legislative criteria, are biologically sound, are economically planned, and will yield benefits commensurate with costs. Determine if proposals are in compliance with Departmental rules and regulations, Wildlife and Sport Fish Restoration policy, Executive Orders, and other compliance regulations.
Inspect ongoing projects to ensure that their development and/or use is in accordance with the approved project. Discuss projects and accomplishments with State government officials, State Federal Aid Coordinators, researchers, and other scientists.
Provide consultation, advice, and guidance to the professional staff of State Fish and Wildlife agencies in matters which are often complex and involving state of the art science, and technically challenging approaches and situations Formulate alternatives and develop solutions or procedures for handling substantive and challenging issues.
Identify special grant and project training needs of the states within the Region and provide recommendations to resolve them. Develop specialized presentations on varied administrative and technical tops for WSFR and State staffs.Participate in symposiums, conferences, and formal training, as well as informal training on matters related to grants.

BASIC QUALIFICATION(S), 0401 SERIES: To qualify for the 0401 Series, applicants must possess the following education and/or experience.

Have successfully completed a full four year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. (Note: Transcripts MUST be submitted to document educational accomplishments.); OR
Possess an appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate possession of the knowledge, skills, and abilities required to perform the work of the position and be comparable to that normally acquired through the completion of a full four year course of study with a major as described above (Note: Transcripts MUST be submitted to document educational accomplishments.)

MINIMUM QUALIFICATION(S), GS-13 GRADE LEVEL: In addition to the Basic Qualification(s), applicants must possess the experience outlined below to qualify for this position at the GS-13 grade level.

Possess at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-12) in the Federal Service. Such experience may have included: administering a Federal Assistance and/or grants program involving complex real estate and appraisal issues; preparing Environmental Assessments or Environmental Impact Statements under National Environmental Policy Act (NEPA) and conducting formal consultations under the Endangered Species Act (ESA); assisting grantees in fulfilling requirements for Federal grants; and negotiating complex, sensitive and/or difficult issues with a wide variety of audiences.

Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

APPOINTMENT ELIGIBILITIES

The LAND MANAGEMENT WORKFORCE FLEXIBILITY ACT (LMWFA), P.L. 114-47 allows certain individuals who currently are or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures.

Current Appointees must have (1) been hired under competitive examining procedures to a time-limited appointment with a land management agency; (2) served under one (or more) time-limited appointments with a land management agency for 24+ months without a break in service of two or more years; and (3) performed at an acceptable level.
Former Appointees must (1) have been hired under competitive examining procedures to a time-limited appointment with a land management agency; (2) have served under one (or more) time-limited appointments with a land management agency for 24+ months without a break in service of two or more years; (3) apply for a position within two years after separation; (4) have been separated for reasons other than misconduct or performance; and (5) have performed at an acceptable level.

PUBLIC LAND CORPS (PLC) HIRING AUTHORITY: PLC participants who complete program requirements are eligible for noncompetitive hiring status for federal positions. In order to be eligible, a former member must provide, as part of their application, documentation verifying their eligibility and must:

Have served as a qualified youth on an appropriate conservation project, completing a minimum of 640 hours of satisfactory service that included as least 120 hours through the PLC;
