The Director, Office of Air and Weather Quality (OWAQ) is located within the Office of Oceanic and Atmospheric Research. The Director provides the requisite scientific vision and leadership to position OWAQ at the forefront of NOAA's research efforts to improve forecasts, warnings, and communication during dangerous weather situations. The incumbent cultivates vital partnerships with colleagues and relevant organizations around the world, allowing OAR to better leverage its own resources. The Director builds and maintains these relationships and ensures the activities of all relevant parties are properly aligned with OAR and NOAA’s mission. The Director promotes OWAQ's role in providing scientific decision-support information and products to NOAA's customers in the United States and around the globe. Specifically, the OWAQ Director:
As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.
To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed below and the educational requirement (REMOVE IF NO EDUCATION REQUIREMENT). These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. SES Executive Core Qualifications (ECQs):

Professional/Technical Core Qualifications (PTQs):
PTQ 1-Demonstrated understanding of the scientific foundations and research challenges in a combination of disciplines (e.g., atmospheric chemistry, physics, meteorology, and atmospheric dynamics) and experience in conceiving, designing, directing, and evaluating theoretical and experimental atmospheric research studies of a complex and large-scale nature, so as to lead and effectively manage a diverse research portfolio that supports science, service, stewardship, and the delivery of actionable research information and products.
PTQ 2-Demonstrated executive level experience in the physical sciences sufficient to perceive complex problems in a broad perspective, infuse novel ideas into program’s research and management activities, participate collaboratively in the direction and evaluation of Earth system research and applications, and communicate results and future directions effectively in national and international fora.
PTQ 3-Substantial senior level experience: in managing and leading a complex and geographically dispersed atmospheric science research organization, including creating improvements through new technologies; and participating in the direction and evaluation of atmospheric research.

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Background Investigation: This position is designated as Secret Level and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.
