Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): 1. Mastery of, and skill in applying, advanced theories, principles, concepts, practices, standards, and techniques of natural resources management, fish and wildlife management, and environmental laws and regulations in order to resolve complex and controversial problems in limited time and with diplomacy. 2.Knowledge sufficient to develop, implement, and coordinate diverse biological and functional resource programs; to identify necessary multiple-use objectives; to assess the effectiveness of alternative resource plans in reaching goals and objectives; and to effectively recommend a particular course of action plans and initiatives which best meet overall recovery needs and Service goals/objectives. Effective short-term and long-term planning skills are necessary as well as effective organizational skills. 3.Extensive knowledge of the roles of State and other Federal agency policies as they relate to listing, consultation, and recovery efforts for endangered species, as well as management and protection of other fish and wildlife resources. 4.Skill in establishing a productive professional relationship with agencies and individuals of diverse disciplines and often divergent philosophies. This requires diplomacy, personal relationships, philosophical understandings and the skill' to deal with and successfully influence people who do not agree with recovery program objectives. 5.Knowledge of, and skill in applying, supervisory/managerial principles and methods to establish and maintain effective personal relationships in a work situation, plan and organize work, and direct and motivate subordinates.
