Status Candidates (Merit Promotion, VEOA, Special Hiring Authorities, ICTAP/CTAP)
The position is located in the Office of Executive Secretariat and Regulatory Affairs (OES), within the immediate Office of the Secretary (OS), Washington, DC. The incumbent serves a Freedom of Information Act (FOIA) Specialist and, as such, supports the OS FOIA Officer and Deputy Director – Secretarial Correspondence and FOIA Management in OES. The FOIA Specialist performs a variety of FOIA functions in support of the OS FOIA Office in connection with FOIA requests and it is desirable they have a legal background.
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Interprets the scope of the Freedom of Information Act (FOIA) request, including the identification of the types of records being sought by the requester, and the implementation of an initial review of the records to ensure that reasonable, properly documented searches are conducted for responsive records that are consistent with FOIA and Departmental guidance.
2. Responsible for program-level logging and tracking of incoming FOIA requests, monitoring requests in process, and for the accuracy and completeness of program logs and files.
3. Assists with conducting quality control reviews of all proposed withholdings before the agency response is issued to the FOIA requester to ensure that any releases and withholdings are legally justified.
4. Processes and responds to FOIA requests utilizing electronic tools to search and collect documents and to assemble, review, and prepare records for release that are accurate and compliant with the FOIA.
5. Prepares FOIA Correspondence in accordance with Departmental policy and guidance. Engages in oral and written communications with FOIA requesters and Departmental employees about the processing of FOIA requests.
6. Maintains accurate manual and electronic FOIA case files and performs periodic discarding of files in accordance with applicable records disposition schedules.
7. Keeps accurate records of information that have been released or withheld, which may serve as a reference for future requests and to support any potential appeal(s) or litigation.
8. Maintains records necessary for the preparation of the Department’s FOIA annual report. Ensures that information contained in the report is complete, accurate, and submitted in a timely manner.
The Office of Executive Secretariat & Regulatory Affairs (OES) has determined that the duties of this position are suitable for limited telework and the selectee may be allowed to telework with supervisor approval.
Salary Information:
GS12: $83,398 - $108,422 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.
Specialized Experience:
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (1) Analyzing Freedom of Information Act (FOIA) requests for compliance with program requirements; (2) processing and tracking FOIA requests and/or appeals; and (3) preparing written and oral responses to FOIA inquiries.
Applicants MUST meet all three (3) specialized experience and your experience MUST be clearly written in your resume.
NOTE: A law degree and experience with Axcelerate, Relativity, or similar document management system is highly desirable.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
