This is the position for a Senior-level research economist in the Division of Productivity Research and Program Development, Office of Productivity and Technology. In this capacity, he/she performs and directs extensive research and program development activities in the area of productivity measurement and the sources of productivity growth. The incumbent serves as the principal advisor to the Associate Commissioner for Productivity and Technology and to the Commissioner on all applications of research and development activities related to productivity measurement.
provides advice and expertise to Bureau senior management as well as to officials of other agencies, research foundations, universities, and other groups on such matters as the appropriateness of the best use of microeconomic theory to address particular economic problems, relevant research that should be undertaken, and the interpretation of research findings made in this area.
serves as the Designated Federal Officer (DFO) for the Bureau’s Technical Advisory Committee. As DFO, the incumbent ensures that the advisory committee operates in accordance with the Federal Advisory Committee Act and with Department of Labor policies and procedures.

In addition to the basic education requirement listed applicants must meet the specialized experience requirement. Specialized experience is defined as: Senior level experience initiating, directing, and successfully concluding theoretical and quantitative research on exceedingly difficult topics about which little is known.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.
The MTQs are:
1. Knowledge of and experience in the application of economic theories and concepts, econometrics, statistics, and economic research methodology, including the ability to understand the nature of unsolved problems and the likelihood of solving them.
2. Ability to initiate, plan, and lead research projects, effectively communicate results, and make fundamental contributions to solving problems related to productivity measurement.
3. Demonstrated ability to initiate, direct, and successfully conclude theoretical and quantitative research on exceedingly difficult topics about which little is known.
A PH.D. in Economics is preferred but not required.
Applicants must have one of the following:
A. Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting or calculus;
OR
B. Combination of education and experience - courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. Examples of qualifying experience include (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
