Duties will vary depending on the Energy Efficiency and Renewable Energy(EERE) Selecting Office.
Directs the program planning and scheduling, and implementation of an assigned research and development program.
Performs duties that span the full scope of the Office mission and activities, including planning, budgeting, developing, implementing, managing, and evaluating initiatives. Provides substantive input budget formulation and justification, as well as budget execution for assigned program area.

Specialized experience: At the GS-15 level have experience utilizing concepts, principles, and practices involving several scientific disciplines such as chemistry, physics, hydrology, geology, engineering, soil conservation or environmental engineering applicable to a full range of duties concerned with the resolution of problems associated with assigned program(s), and implementation of and compliance with Federal, state and local policies, directives, regulations, and statutes.

Knowledge of procurement (acquisition and financial assistance) policies, practices and procedures in order to: serve as contracting officers representative (COR) and initiate and oversee the planning of new Funding Opportunity Announcements (FOAs); develop FOA requirement documents; plan informational workshops; organize merit reviews; brief selection officials; and collaborate with Program Managers (PMs) and TPOs on all facets of FOA planning.
Ability to apply new technical/scientific developments or fundamental technical/scientific theories to problems not readily explained by existing methods in order to further advance and develop state-of-the-art technologies in Program area.
Skill to communicate, orally and in writing, diverse technical and administrative aspects of complex projects, to reach reasonable conclusions as to required actions, and to present these issues with proposed actions clearly and concisely.
