Duties
- The ADM, OD reports to the Associate Deputy Director, NIH and advises on such matters as the development and formulation of new programs for the OD and serves as the Executive Officer for the Office of the Director, NIH
- He/she is responsible for the services and resources related to administrative management, financial management, personnel management, management analysis, information systems management, procurement, and contracting for the OD
- Serves as the principal advisor to the Principal Deputy Director, NIH and the Associate Deputy Director, NIH,OD, advising on management and administrative activities relevant to 1600 FTEs and a budget of nearly $2 billion
- Responsible for OD-wide administrative planning by providing support and liaison to OD Office Directors in the coordination, integration and articulation of long range program goals and strategies
- Oversees the coordination of and directs the development, implementation, maintenance, and security of OD IT systems through the Office of Information Technology (OIT)
- Oversees the OD cyber security program and directs the OD Information Systems Security Officer (ISSO)
- Exercises leadership ensuring all programs they direct reflect the principles of workforce diversity in management and operations; in such areas as recruitment and staffing, employee development, staff assignments, and communications

Applicants must meet the requirements for the GS-341 series as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-341 Website under Administrative and Management Positions and demonstrate in your five (5) page resume that you possess the Professional/Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

- Extensive experience in advising Senior Leadership and applying knowledge of management/leadership principles, practices, methods, and techniques to solve broad, complex problems, administer public programs, lead change, conduct fiduciary responsibilities, and develop innovative solutions for issues in a variety of management programs to include but not limited to contracts, management analysis, and space planning.
- Expertise in overseeing and coordinating the development, implementation, and maintenance of information technology systems and tools, including determining the feasibility of systems, evaluating benefits/costs, directing support services, and supporting the confidentiality, availability, and integrity of information through a robust cybersecurity program.
- Knowledge of best practices to maximize efficiency of operations and ensure coordinated, streamlined and result-oriented management.
