Applicants must demonstrate competence and potential for development in the five SES Executive Core Qualifications (ECQs), which are the leadership criteria defined by OPM to certify candidates for SES positions. OPM's guide to the SES Qualifications http://www.opm.gov/policy-data-oversight/senior-executive-service/executive-core-qualifications provides detailed information on the ECQs.
The candidate selection process involves several phases:
Phase I: Initial Review of Application Package
The application package will reviewed for completeness, basic qualifications, and eligibility. This includes whether or not the applicants meet the technical qualifications of the CIO/CISO discipline/occupation. In addition, applicants who are found not qualified will be notified.
Phase II: Screening Panel
A review of the resumes of applicants meeting the basic qualifications will be conducted. During the phase of the process, a diverse team of trained executives will review and rate the resumes of the applicants against ECQs and any technical competencies that are designated by the vacancy announcement and assign a score. Applications in this will include the initial review of the content of their resume and supplemental documentation. Applications must include an Executive Resume (ER) of no more than 5 pages, describing the applicants accomplishments in each of the five executive core competencies:
1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. (Competencies: creativity and innovation, external awareness, flexibility, resilience, strategic thinking, vision)
2. Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. (Competencies: conflict management, leveraging diversity, developing others, team building)
3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
You will be evaluated for this job based on how well you meet the qualifications above.
Phase III: Structured Interview (SI) The next phase in the screening process will be a structured interview of the applicants rated "Best Qualified". The panel will consist of Federal IT executives trained on conducting interviews based on guidance issued by OPM. The panel will rate and assess candidates using targeted questions. Candidates advancing to the structured interview phase will be required to provide a Supervisory Endorsement. When scheduling applicants for the structured interview, applicants will be provided with a supervisory endorsement form and asked to have it signed and submitted either prior to the interview or at the interview.
Phase IV: Certificate Best qualified applicants will be placed on a Best Qualified selection certificate for selection recommendation by the CIO/CISO multi-agency Executive Resources Board (ERB). After the candidates have been rated and ranked and the Best Qualified list has been determined, supervisory endorsement forms for the applicants will be reviewed. The supervisory endorsement will document that the applicant has the support of his or her supervisor during the duration of the SESCDP, including time to attend training as well as to participate in the 120-day detail.
Phase V: Selection The USDA CHCO and participating agency Appointing Authorities will approve and ratify final selections based on the candidates technical qualifications, experience and potential to master the five Executive Core Qualifications (ECQs). CIO/CISO SES CDP Executive Resources Board (ERB) will confirm and ratify final selections based on the candidate's qualifications, experience, and potential to master the five Executive Core Qualifications (ECQs). Candidates will be notified whether they have been selected or not through email.

Continued Service Agreement: Selectees for the program who are USDA Employees will be required to sign a Continued Service Agreement (CSA) to safeguard the Government's training investment. The agreement states the employee will stay with an Agency of the Federal Government for three years after completion of the USDA SES CDP academic/formal interagency training element of the program. Employees who voluntarily leave Federal civil service before completing the terms of the agreement may be required to repay the cost of training and related travel expenses, excluding salary or other compensation. This does not preclude an employee from pursuing promotion or reassignment opportunities within the Federal government during the program. Non-USDA Federal employees may also be required to sign a CSA through a Memorandum of Agreement.
For candidates selected from other Federal agencies, USDA will enter into a Memorandum of Understanding (MOU) as described by 5 CFR 412.302(d)(3) with the candidate's employing agencies. The MOU will indicate that the candidate may participate in the SESCDP even if leadership changes occur within the candidate's employing agency. The MOU will be signed by the CHCO and submitted to USDA.
