The United States Copyright Office, located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world’s largest database of copyright public records; and, provides information and reference services to the public.
This is a confidential position with routine and non-routine duties related to sensitive personnel and/or labor relations matters. The incumbent of this position is a senior manager. While performing daily duties, the incumbent is responsible for ensuring proper handling and security of Library and Copyright Office materials.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.
Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical agency programs or operations. Provides oversight for human resources, facilities and space management, and other business services in the Copyright Office. The incumbent serves as an expert, providing guidance to all divisions and oversees the full range of administrative operations and support programs required by the service unit. Is primarily responsible for the direction and management of large-scale administrative programs and operations to efficiently achieve specified goals and objectives.
With the Register of Copyrights, establishes short and long-term goals for each office, consistent with the vision of the Register, as well as goals that cross the organization and develops plan and methods to achieve those goals. Coordinates strategic planning for all components of the Copyright Office. Serves the Copyright Office representative to the Library’s Operations Committee. Develops and administers a set of procedures to periodically measure agency performance and reports that performance to the Library of Congress.
The incumbent is responsible for the full range of human resources activities necessary to support the service unit’s program and workforce. Serves as the service unit’s top technical authority and independently manages human resources activities of the service unit. Performs the human resources management functions of the direct reports in the Register’s Office. Supervises a number of key operations and management officials including the chief administrative officer and the chiefs of the Copyright Acquisitions, and Receipt Analysis and Control Divisions, and senior strategy and planning officials. Performs as the human resources management functions relative to the staff supervised.
Implements and manages human resources activities for the Copyright Office, including following functional areas: staffing and recruitment, position management and classification, workforce planning and design, succession planning, organizational effectiveness, workforce diversity, professional development, staff recognition, ad performance management.
Serves as the principal advisor on various Copyright Office projects and activities. Provides advice and counsel to senior management staff and officials at multiple levels, and private sector clients and vendors on Office maters. Advises on the appropriate methods and techniques to use in order to achieve program goals and objectives. Serves on special work groups, task forces, or expert panels on special projects or studies critical to the resolution of far-reaching operating issues and problems.
Represents the Register in a number of high level forums and adequately communicates Office policy, practices and articulate the Register’s vision. Communicates with the management team on the status of different work activities and efforts through regular meetings, and regularly reports on the effectiveness of specific programs and share information that is relevant to ensure optimal operational efficiency.
