The incumbent advises top management and supervisors levels on recruitment, examination and selection processes; researches the best practices regarding recruitment methods and policies in both the Federal and private sectors, assessing the applicability to the organization's short and long-term strategic goals; and provides input on plans to develop newer revised recruitment programs and policies.
The incumbent forecasts long and short-range staffing requirements and develops recruitment strategies to fill positions; participates in management meetings to discuss organizational changes, turnover, changes in skills requirements, and other issues impacting recruitment programs; assists in the coordination and implementation of an internal recruitment program designed to meet the staffing needs of the organization and one that is responsive to dynamic changes in mission and business practices brought on by complicating factors such as, downsizing, technological advances, and competition in the labor market.
Provides expert advisory services to top management and supervisors on unusual position classification issues to include proper title, series, and grade of positions with consideration given to position management concerns for providing the most economical and efficient position structuring. Analyzes, reviews, and makes definite recommendations on the classification of difficult, complex, and controversial positions, particularly those at the higher administrative, technical, and professional levels. Understands and is sensitive to the impact of findings and recommendations made because of the interrelationships within the organizations.
Plans and conducts desk audits, classification survey, and on-site visits in the assigned organizations for the preparation of required position descriptions, evaluations statements, and reports of findings and recommendations. Ensures that positions descriptions and related classification information are accurate. Takes required classification action and follow up to ascertain that prompt administration action is taken. Informs program officials and/or administrative officers, service unit contacts of current regulations, laws, and procedures
affecting the evaluation and classification of positions.
The incumbent provides Library management with interpretations of policy and procedures when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of personnel policy; reviews classification, recruitment, and placement actions and provides advice on difficult issues; provides guidance to clarify conflicting guidance or alleviate other potential or existing problems; establishes and maintains a cooperative working relationship with high-ranking Library managers; provides recommendations that meet immediate as well as long-term needs and performs thorough analysis of operating procedures and mission requirements to accurately identify problems and to devise feasible and long-term solutions.
The incumbent evaluates personnel programs of an agency or a major primary organizational segment. The incumbent must be sensitive to the interrelationships between various personnel programs and to the management relationships within the organization. The incumbent evaluates, publicizes, and provides overall direction pertaining to the designated programs for the agency; develops methods of measurement that provide a valid assessment of the success of the classification and recruitment and placement programs, or related initiatives in accomplished established goals and objectives; ensures measurement methods adequately identify the impact of changes to serve as a useful tool for different levels of decision-makers; takes appropriate action to correct any inefficient, inadequate, or invalid measurement methods; provides complete documentation of information accumulated from the measurement and the procedures established or changed as a result; ensures that assigned classification and recruitment and placement programs meet requirements of the Library
and/or OPM; analyzes and evaluates program, identifies problems or deficiencies; and typically provides workable solutions and implements improvement plans to meet established goals and objectives.
