This position is located within the Department of the Interior, Office of the Secretary, Office of Collaborative Action and Dispute Resolution (CADR), Arlington, VA, under the Deputy Assistant Secretary for Administrative Services.
The incumbent of this position serves as an organizational ombudsman and reports to the Director of the CADR office for broad policy direction. The ombudsman works with other CADR staff to support the full range of conflict management and dispute resolution services and to identify opportunities and strategies to expand access to ombudsman services and improve the design and/or operation of the Department’s integrated conflict management system and further CADR’s mission.
At the full performance level GS-14 the major duties of this position include, but are not limited to the following:
1) Serve as a coach, facilitator or mediator, on request, as appropriate with the approval of all parties participating in the process and adhere to the relevant ethical standards of conduct for coaches, facilitators and mediators.
2) Serve as a subject matter expert providing advice on the design and implementation of an integrated conflict management system and the role and function of an organizational ombudsman in that system.
3) Facilitate discussions between key management officials within bureaus and organizational units, union officials and other stakeholders, on the integrated conflict management system model.
4) Handle incoming requests for impartial assistance from managers and employees providing a safe place for confidential discussions about sensitive situations.
5) Convene mediation processes when appropriate, and agreed upon by the parties seeking assistance.
6) Develop and deliver training, and mentor other trainers, on communication and conflict resolution skills and compile and report on evaluation results.
7) Serve as an independent and impartial ombudsman, who listens to concerns in confidence, is a source of information and education, offers options for conflict resolution, and adheres to the professional ethical principles of organizational ombudsman.

The Office of the Secretary has determined that the selectee may be allowed to telework with supervisor approval.
Salary Range Information: GS-13: $99,172-$128,920 per annum. GS-14: $117,191-$152,352 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
This is a 2 year Term appointment for which all qualified applicants with or without Federal status may apply and be considered. Appointments to this position will not convey permanent status in the Federal service andmay be extended up to a maximum of 4 years without further competition.
