Directs and leads development of comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities and budget impact. Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget. Determines project risk and assesses project activities and resources to mitigate risk on behalf of the government. Implements quality assurance processes to ensure all aspects of the project are handled in a professional manner; meet the agreed to customer needs, and are in compliance with all contracts let by the Government. Identifies, manages, integrates and/or adapts resources to achieve project goals while effectively managing scope schedule and budget for assigned projects. Determines project documents and cost estimates to achieve the goals of the master plan. Provides leadership and direction to a wide range of representatives from within and outside the Federal sector during the development and management of projects which typically involve a span of five or more years to complete. Works with stakeholders and key leadership in various Federal agencies, State and local governments, non-profits, community organizations, special interest groups, and environmentalists. Maintains continuous contact with Federal, State and local officials, Congresspersons and the media in regard to project issues and status.

The GS-14 salary range starts at $117,191 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
SPECIALIZED EXPERIENCE:
You must have one year of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is experience developing and defining short-and long-term strategies to meet the needs and requirements of customer agencies and to promote their satisfaction with products and services. Experience must include providing the overall management of program objectives as well as providing authoritative advice and guidance to ensure the effectiveness and efficiency of project management work for its client agencies and other related stakeholders and partners.
