Conducts and documents pre-award due-diligence, including cost/price analysis of proposed budgets, responsibility determinations, business evaluations, and negotiates and drafts financial assistance agreements with proposed recipients.
Conducts and documents post-award monitoring and oversight of recipients including review and approval of performance and financial reports, negotiation of modifications, and close-out of agreements.
Conducts internal control reviews (peer reviews) of proposed new awards and modifications.

GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal Government. GS-09: Master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if directly related to the position.
GS-07: 1 full year of graduate level education or superior academic achievement.
