CBHSQ was established as a result of the ADAMHA Reorganization Act of 1992 and the data collection and evaluation functions specified in that Act for the new SAMHSA, and in response to critical demands for more capacity and enhanced Federal leadership for data collection and analysis, and program evaluation relating to the incidence, prevalence, and consequences of substance abuse and mental illness and the effectiveness of Federal efforts to address these major public health problems.
ABOUT THE POSITION
The position of Director, Office for the Center for Behavioral Health Statistics and Quality (CBHSQ) is located in the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA's mission is to improve resilience and facilitate recovery for people with or at risk for substance abuse and mental illness.The incumbent provides leadership in the development of a national substance abuse and mental health epidemiological studies program, including surveys, methodological developments and studies which may involve over 3600 clinics, 1000 programs, 56 state and territorial mental health and/or substance abuse programs, and numerous Federal agencies.
As the SAMHSA spokesperson on epidemiological and data collection issues, the incumbent provides expert assistance and consultation to White House staff, congressional staff, other Federal officials, state and local government executives and researchers on the development, analysis, and application of epidemiological data. Also represents SAMHSA at conferences, seminars, symposia, etc., on matters dealing with the epidemiology of health services and substance abuse.
Collaborates with national and international peer experts in epidemiology, biostatistics, and survey research to ensure that SAMHSA is kept abreast of and collaborates, as appropriate, on the most promising strategic approaches for long-range epidemiological research. Also provides expert technical guidance and assistance to SAMHSA components on evaluation strategies and how analyses and findings can be translated to provide definitive information on the need for mental health and substance abuse services and the effectiveness of prevention and treatment programs.
Identifies major and new epidemiological field studies and investigative needs and initiates steps to meet those needs, including, as appropriate, negotiating with SAMHSA components and other agencies on cooperative efforts. Monitors and provides expert technical and policy guidance and oversight for data collection and epidemiological studies and activities carried out by SAMHSA components.
Ensures that such efforts are designed to capture data from diverse ethnic/racial and linguistic groups, as appropriate.Advises the Assistant Secretary, Center Directors, and other senior staff, Advisory Councils, work groups, etc. on critical issues; participates in regular and special meetings regarding Agency initiatives and priorities; assists senior officials in the presentation of budget and program information and testimony based on epidemiologic and evaluation activities and findings, and other data and trend analyses, or personally presents such testimony or briefings for senior officials within PHS, HHS, and other agencies/department; members of Congress; and other key representatives from public, private, or non-profit organizations.

Salary for Senior Executive Service positions varies depending on qualifications. The annual salary range may be found at the top of this announcement. This position may be eligible for performance bonuses and performance based pay adjustments.
Probationary Period:
Selectee must serve a one-year probationary period unless s/he previously completed one year the Senior Executive Service.
