Physical Demands: Essential functions require arduous exertion for protracted periods of time such as, but not limited to, extensive running, walking, climbing, kneeling, stooping, pulling hoses, jumping and twisting. Duties involve field work requiring above average physical performance, endurance and superior conditioning. Work requires prolonged standing, walking over uneven ground, and recurring bending, reaching, lifting and carrying of items weighing over 50 pounds and shared lifting and carrying of heavier items, and similar activities requiring at least average agility and dexterity. Duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. Operation of some specialized fire equipment can place extended physical stress on employees during fire activities. The duties of this position require that the incumbent meet the arduous level of physical fitness as measured by the current physical fitness testing standards.
Work Environment: The work is primarily performed in forest, range and desert environments in steep terrain where surfaces may be extremely uneven, rocky, covered with vegetation, and in smoky conditions, etc. Temperatures vary from above 100 degrees F to below freezing. Risks include smoke inhalation, fire entrapment, snake or insect bites and stings, exposure to excessive machinery noise, and falling and rolling material. Employee must adjust and cope with exposure to adverse weather elements, dust and smoke, poor sleeping and eating conditions and unpredictable sets of circumstances. Employee may be required to live in backcountry camps for extended periods of time. The hazardous nature of the work requires that personal protective equipment be worn (boots, hard hat, gloves, flame resistant clothing, etc.). Work may require travel by fixed-wing or rotor-wing aircraft.
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified - currency not required:
1. STCR (Strike Team Leader-Crew) OR TFLD (Task Force Leader)
2. CRWB (Single Resource Boss-Crew)
3. ICT4 (Incident Commander, Type 4)
4. Prior on-the-line firefighting: The Department of the Interior defines wildland firefighting experience as any non-structure fire that occurs in the wildland. Wildland firefighting experience is gained through work on the fireline in containment, control, suppression or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Wildland fires are categorized into two distinct types: (1) Wildfires - unplanned ignitions or prescribed fires that are declared wildfires and (2) Prescribed Fires - Planned Ignitions. This description includes only fireline experience on a prescribed fire. It does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.
You must submit your Incident Qualification and Certification System (IQCS) Master Record or other equivalent documentation which verifies you meet the required NWCG qualifications for this position. Failure to provide this documentation by the closing date of the announcement may result in your being rated as not qualified.
Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-08 grade level, one year of specialized experience equivalent to the GS-07 grade level is required.
Examples of Specialized Experience to qualify for the GS-08: One year of GS-07 experience including prior on-the-line experience making on-site evaluations, making strategic decisions and determining appropriate tactical response; directly and indirectly supervising, planning, and directing the work accomplished by a (20+) person wildland fire suppression crew; developing subordinate performance standards and evaluating performance; serving as a technical instructor for national, geographic area, local unit fire suppression, fire management, and all-risk training courses.
Substitution of Education: Two full years of graduate education with a major study in forestry, range management, agriculture, or a subject-matter field directly related to the position meets the requirements for the GS-08.
You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. BLM is seeking a dynamic and energetic individual to join the team as the Assistant Interagency Hotshot Crew Superintendent for the Diamond Mountain IHC, co-located with the Eagle Lake Field Office, in Susanville, CA.
Public lands managed by the Eagle Lake Field Office cover approximately one million acres in northeastern California and northwestern Nevada. The area offers an amazing diversity including forests, peaceful lake shorelines, scenic river canyons, and expansive high deserts. These areas provide myriad recreational opportunities, and other uses including timber harvesting and livestock grazing that help meet the food and fiber needs of our nation.
