The Recent Graduates Program lasts for one year. During the first year the selectee will perform developmental activities designed to help him/her acquire the competencies of the target position in which the he/she may be placed upon completion of the program. Participants who successfully complete the Recent Graduates Program may be eligible for conversion to the target position on a permanent basis without further competition.
- This position is developmental and the incumbent will receive training, closer supervision and developmental assignments that may include the following duties:
- Plans and executes wildlife surveys to determine population trends, patterns in reproductive success, timing of nesting events, and other demographic parameters of a suite of indicator species.
- Assists with the development of biological study proposals, survey designs, and scopes-of work and conduction of biological field investigations involving wildlife species and habitats.
- Assists with the design and conduction of scientific studies testing hypotheses to reach conclusions, reports recommendations to management, and prepares scientific reports of findings.
- Studies identify important habitats to recommend strategies to conserve and protect habitats and populations.
- Discusses potential impacts of proposed development affecting populations with supervisor or senior biologists and identifies proposes potential areas for mitigation.
- Develops plans to study and monitor wildlife populations and habitats. Assists in the design, analysis, planning, management and implementation of biological programs involving natural resources for the assigned location.
- Assists in public outreach activities by preparing materials and/or formally or informally responding to requests for information. Researches and reviews natural resource Federal and state laws, regulations, and international treaties and agreements.
- Follows standard procedures, instruction, or precedence actions to analyze findings, to include biological data in geographic information systems (GIS).

Qualifications
Recent Graduate Program Eligibility Requirements:Recent Graduates must have completed, within the previous two years, a qualifying associate's, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
Exceptions are made for veterans, as defined in 5 USC 2108, who, due to military service obligations, were precluded from applying to the Program during the two-year eligibility period described above. These individuals have a full two-year period of eligibility upon their release or discharge from active duty. In no event, however, may their eligibility period extend beyond six years from the date on which they completed their academic requirements.
You may qualify for the 0486 series and the GS-05 grade level, if you fulfill one of the following qualifications:
A. Have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in biological sciences that included at least 9 semester hours (12 quarter hours) in wildlife subjects such as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND At least 12 semester hours (18 quarter hours) in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (Excess courses in wildlife biology may be used to meet the zoology requirements where appropriate); AND at least 9 semester hours (12 quarter hours) in botany or the related plant sciences. I will submit copies of my college transcripts.
OR
B. Have an appropriate combination of education in an accredited college or university, and experience equivalent to a major in biological science (i.e., at least 30 semester hours/45 quarter hours or the equivalent) of which a minimum with at least 9 semester hours (12 quarter hours) in wildlife subjects, 12 semester hours (18 quarter hours) in zoology, and 9 semester hours (12 quarter hours) in botany or related plant science, as shown above, PLUS appropriate experience or additional education.
You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
A. Have one or more years of specialized experience equivalent to the GS-05 in the federal service.
Examples of specialized experience may include the following routine and/or developmental assignments under close supervision: performing proper biological methods and techniques involved in day-to-day wildlife management activities; conducting biological surveys for the protection and enhancement of wildlife resources; using computers and other data processing equipment to enter, process, and summarize wildlife data for reports; and assisting in study design and assessment plans for wildlife needs. B. Have a bachelor's degree in a biological science as described above AND I have documented Superior Academic Achievement. Physical Demands/Work Environment:
The work is primarily sedentary that does not require any special physical effort. Occasion field work will require some physical exertion such as standing, walking over rough terrain, wading in shallow water, or walking through snow. The Biologist may be expected to bend, crouch, stoop, and be able to carry or lift moderately heavy (up to 50 pounds) gear. As required, the incumbent may be expected to drive and ride long distances in a vehicle and operate all-terrain vehicles and boats or to fly as an observer in small fixed-wing and rotor-wing aircraft.This position requires both indoors (office) and outdoors (field) work. The office is adequately lighted, heated, and ventilated. When working in the field, the employee will be exposed to typical temperature and weather conditions (i.e., heat, cold, wind, rain, snow), to insects, and to a lessor degree wildlife but will not require special safety precautions or protective clothing. The incumbent is expected to conduct duties in a safe manner and to assure the safety of others in office and field settings.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
You will be provided developmental experience and may be non-competitively converted to a competitive service permanent position when the below requirements have been met. Eligibility for conversion does not guarantee that the agency will decide to opt for conversion. It is expected that these positions will be converted to permanent appointments.
- Successful completion of at least 1-year of continuous service in addition to all requirements of the recent Graduates Program.
