This is the position of Senior Grants Management Specialist (Sr. Program Officer) with responsibility for contributing to and assisting with the management of the national digital initiatives and infrastructures portfolio within the Office of Library Services (OLS).
DUTIES:
Provides expertise internally within OLS and externally on grant programs and other initiatives related to ongoing development of digital library infrastructure and services nationwide. In particular, the Senior Program Officer is responsible for a portfolio of projects focusing on approaches, practices, and impact of digital libraries, digital preservation, and digital and community archives. S/he supports programmatic activities and grant projects involving equity, diversity, and inclusion in the research, design, or modification of library and archival digital collections, practices, tools, methodologies, and services. The Senior Program Officer's portfolio will also include projects involving user-centered design thinking and accessible and inclusive practices for digital library design, development, and scaling. Reporting to the Associate Deputy Director for Discretionary Programs, s/he works closely with team members and discretionary and programmatic grant programs within OLS to develop overall strategy encompassing research, grant making, and policy agendas, as well as communications initiatives, in support of ongoing national development of digital services and resources in libraries and archives. As a member of OLS Discretionary Programs, a collaborative team, s/he will contribute to and manage a variety of assigned grant programs, and will also be responsible for working on project-based and interagency teams.
The Senior Program Officer serves as a point of contact for OLS grant programs, contributing to national digital infrastructures and initiatives matters in general, and in the assigned grant programs in particular. For the assigned Discretionary programs, s/he participates in various phases of the cycle of receiving, considering, reviewing, and otherwise processing grant applications and presenting the leading applications to top management for final decisions on grants, then informing both the successful and the unsuccessful applicants about the grants awarded.
The Senior Program Officer has a wide range of existing contacts who work on digital library matters in libraries, and deep knowledge of the existing professional field including relevant initiatives, people and developing areas of interest. S/he cultivates contacts with representatives of the institutions affected by the National Leadership Grants for Libraries and Laura Bush 21st Century Librarian programs, including but not limited to building a network of relationships that attracts grant applications.
This position is responsible for representing the agency and programs in a range of activities designed to spread information about funding opportunities and results of highly successful projects in the assigned programs, including attending conferences and other meetings; making presentations; and other opportunities to publicize the agency's grant programs.
