Assists in efforts to design, build, maintain, and utilize economic and financial models and data sets necessary to understand the implications of personnel and staffing policy changes. The incumbent will analyze key economic factors shaping the labor market for FAA skill sets, and estimate the potential for technology, demographic, geographic, and economic trends to re-shape the FAA labor force.
Under the direction of a supervisor or as part of a team, he/she will also conduct ad hoc analyses on matters related to FAA staffing or labor costs, including financial and statistical analysis, forecasting, and “what-if” scenarios. Conducts research/data collection and develops economic and financial analyses for issues that may not have been previously examined.
This position is strategic and analytical in nature and is not a budget, accounting, accounts payable/receivable, or project management position. The incumbent will assist in identifying and resolving challenging problems or issues that often cross organizational boundaries and that impact the accomplishment of strategic objectives. He/she will assist in developing, recommending, and implementing approaches to address current and anticipated problems and issues, and will work closely with team members and management to identify and solve them.
IN ADDITION TO MEETING THE BASIC REQUIREMENTS BELOW:
Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-11/FV-G) in the Federal government or non-Federal equivalent. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.
SPECIALIZED EXPERIENCE is defined as experience applying economical methods to modify and develop statistical models analyses.

BASIC REQUIREMENTS:
Degree: Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
Combination of Education and Experience: Successful completion of courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
Evaluation of Education: The primary requirement of operations research work is competence in the rigorous methods of scientific inquiry and analysis rather than in the subject matter of the problem. Therefore, applicants should have sufficient knowledge of applied mathematics to understand and use the fundamental concepts and techniques of operations research methods of analysis.
In addition, this experience must have included either: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following: personal research that produced evidence of results, direction of graduate theses in economics, or service as a consultant or advisor on technical economics problems. Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations: (1) economic statistics; (2)industrial surveys; (3) management of individual business enterprises, including farms; (4) industrial planning; (5) writing or editorial work in economic subjects; and (6) financial market analysis.
