Summary

This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Adaptive Cropping Systems laboratory, located in Beltsville, MD.

The primary purpose of the position is to serve as the software developer for several major national programming efforts and other ACSL software development activities.

This is a term, time-limited appointment with an initial duration no less than 13 months and can be extended up to a total of 4 years.

Duties

Help

Major Duties may include, but are not limited to:

  • Providing computer software programming support to scientists to further develop crop and soil simulation models, graphical user interfaces, data bases, and other suitable agro-climatology modeling tools.
  • Assisting with designing and documenting program structures.
  • Coding and testing software and databases in collaboration with project scientists.
  • Developing rapid prototypes to test the feasibility of new design ideas.
  • Researching and surveying the literature and the Internet for new techniques in database use.
  • Working directly with scientists providing software enhancements for ACSL crop and soil models.

Qualifications

Applicants must meet all qualifications and eligibility requirements by 11:59 pm Eastern Time on the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

Basic Requirements:

To qualify at the 1550 series:
Bachelors degree in computer science or bachelors degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

At the GS-12:

Qualifying experience for the GS-12 level includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills and abilities to perform successful the duties of the position.  For this position, specialized experience is analyzing and designing user interface, data structure design, and implementation of computer code for software development; applying mathematical algorithms and complex software language in software design; researching and surveying for new techniques in database use and graphic interface design.

At the GS-13:

Qualifying experience for the GS-13 level includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills and abilities to perform successful the duties of the position.  For this position, specialized experience is analyzing, and designing user interface, data structure design, and implementation of computer code for software development; applying mathematical algorithms and software language in software design; working directly with end-users to provide enhancements to software programs for effective use;  serving as technical lead in software construction efforts.

Subject to one-year supervisory/managerial probationary period (unless prior service is creditable). New USDA supervisors must successfully complete all components of the required new supervisory training program before the end of their probationary period.

Applicants who meet basic minimum qualifications will be placed in one of two or three categories: Best Qualified, Well Qualified, or Qualified.
