This announcement is open to current, permanent Department of Veterans Affairs employees only. This is an open continous announcement. The first cut-off date is 11/9/18. Certificates will be issued every 2 weeks after the cut-off date or at the needs of the Service.
He/she will be responsible for recruitment and placement activities for a diversified block of Services and Program Area within HR. These duties involves staffing for complex administrative, clinical, professional, technical, scientific, trades, and clerical-type positions under various appointment types such as Title 5, Title 38, Hybrid 38, special hiring authorities, etc. Assignment to a program area will include total responsibility for the implementation and monitoring of the area to ensure program is consistent with established guidelines. He/she mush have a expert knowledge of the content and requirements of numerous guidelines used in personnel administration, e.g., CFR, Title 5, Title 38, VA Handbook 5005 and 5007, etc. to successfully perform the management advisory services of this position. He/she mush also employ an advance knowledge to technical skill, personnel management knowledge, persuasiveness and imagination.
Provides technical guidance and instructions to Human Resource Assistants and lower graded specialist, employees and management on recruitment and placement matters. Reviews and analyzes on a daily basis the vacancies and employment levels of the departments for which responsible, establishing priorities and tracking necessary action to meet service employment goals.
Determines and consider subject matter expert concerning special pay determination for physicians, nursing and other special paid employees. Determines salary adjustments for General Schedule and Wage Grade employees on promotions, change to lower grade, reemployment, and transfers from other agencies.
He/she will serve as Technical Advisor for Professional Standards Board for Hybrid Title 38 and Title 38 positions. He/she must have a knowledge of and skill in applying personnel management for recruitment and placement theories, principles, practices, and the theories of human behavior as they relate to recruitment and placement.
Advises employees and managers of the basis for ratings made concerning eligibility and qualifications. As necessary he/she will reevaluates cases where additional evidence is presented.
Complies and coordinates various personnel reports in a timely manner and performs various other duties related to the staffing program as required. Develops, maintains, and complies data for various purposed, e.g., trends, projections, and internal and external reports as requested/required.
There is no educational substitution for the GS-12 level.

Physical Requirements: The regular and recurring work of this position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Work involves light lifting under 15 pounds; use of fingers and hearing (aid permitted).
Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
