Major Duties and Responsibilities (MDRs)
-Serve as the senior media spokesperson for the ODNI; Prepare and facilitate subject matter experts for print, web, radio or television media interviews.
-Oversee and lead professional staff of communications professionals to provide ODNI leaders and components with substantive advice and counsel on the development of proactive external communications strategies including media relations, external engagements outreach and engagement, and speeches.
-Develop media relations strategies that advance National Security, ODNI and IC priorities and build upon ongoing transparency initiatives and efforts.
-Lead the development news releases, media advisories, public affairs guidance, and responses to inquiries from United States (U.S.) and international media to support ODNI events and activities; develop news releases and other publicly releasable documents in accordance with approved style guide, e.g. "Associated Press Stylebook."
-Develop and maintain collaborative working relationships with staff in other communications organizations in the Intelligence Community (IC), and, as appropriate, members of the media, community leaders, policy groups, and/or concerned constituencies to provide information about ODNI mission, programs, and activities. Deliver timely, relevant and important information to the ODNI and IC workforces to facilitate understanding of the ODNI's mission, goals and strategies.
-Provide advice and counsel to the ODNI leadership on all matters with respect to public engagement and a proactive external communications approach.
-Lead, direct, and continually refine end-to-end communications procedures, business practices, and processes for best effect and maximum efficiency.
-Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development.
Mandatory and Educational Requirements
-Technical Qualifications (Mandatory Qualifications)
-Demonstrated knowledge of the ODNI, IC, Congress, and the overall national security apparatus
-Expert experience in media relations, public relations, journalism or serving as a press secretary in U.S. government, or relevant private sector work.
-Proven ability to design and implement innovative and successful communication strategies for IC initiatives and programs.
-Expert oral and written communication skills with the ability to conduct and lead independent research, filter and synthesize data, and produce clear, logical, and concise products.
-Demonstrated experience in crisis communications.
-Superior interpersonal skills and the ability to interact with a variety of audiences and convey information to a variety of audiences with different levels of comprehension of ODNI's mission, vision and goals.
-Proven ability to work with senior officials, to build and sustain professional networks in a fast-paced, multi-tasked environment, and to manage competing priorities.
-Analytical and critical thinking skills.
-The ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail.
