The Associate Director for Laboratory Programs (ADLP) represents the Director both inside and outside the Institute and assists the Director in accomplishing the Institute's mission. The ADLP is primarily responsible for representing, coordinating and overseeing the NIST Laboratory Programs. NIST’s laboratories serve as the National Metrology Institute for the United States, providing traceability to the SI within the U.S., and coordinating internationally through the Treaty of the Meter, and the ADLP carries out this unique mission. The ADLP serves as primary point of contact for NIST laboratory programs with the Director's Office and is responsible for programmatic and operational direction of the labs. Specific responsibilities include:
The ADLP is responsible for maintaining collaborative relationships with NIST and the Department within the scope of his/her responsibilities. The ADLP represents the Director and the Institute with senior Administration officials, Congress, other Federal agencies, industry leaders, and national and international organizations on matters affecting general fields of NIST responsibilities and competence.
The ADLP carries out other assignments and manages special programs as assigned by the Director.
The ADLP serves as the Principal Deputy to the NIST Director and as Acting Director in the absence or incapacity of the Director.
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position. Additionally, applicants must meet the basic education requirements to be eligible for consideration for this position.

Basic education requirement for the 1301 series: A. Bachelor's degree in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Applicants who do not meet the basic education requirement will be automatically disqualified from consideration.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the ECQs and PTQs.

PTQ 2. Demonstrated experience to communicate effectively in person and in writing to an audience of both experts and lay people in the field; demonstrated experience working with industry, academia, and other government organizations; demonstrated credibility in measurement sciences and standards, and demonstrated effectiveness in development of intellectual property and in technology transfer.
PTQ 3. Demonstrated direct experience managing the full scope of operations for a broad portfolio of laboratory-based research and technology programs, including personnel recruitment and retention, performance management, strategic and tactical direction, resource allocation and budgeting, infrastructure, facilities, and equipment.
