The Associate Commissioner for Research, Evaluation and Statistics in the Social Security Administration's (SSA) Office of Retirement and Disability Policy has responsibility for the broad research, evaluation, and statistical programs of SSA, including the study of problems of poverty and insecurity, the examination of expected or projected outcomes from current or modified program rules, and the evaluation of proposed solutions to such problems by social insurance and related programs.
This office has locations in Woodlawn, MD and Washington DC. Duty location will be determined based on the selectee for the position; however, regular travel between the two offices is expected.

The Associate Commissioner is responsible for advising senior Agency officials on research findings relating to Social Security reform; responding to information requests from Agency, Administration and Congressional policy makers; and participating in formulating Agency-level policy and program planning. S/he plans, directs, coordinates, and ensures the quality of activities of the office in formulating SSA's broad research, evaluation, and statistical goals and policies.
The incumbent promotes improved use of research results within the Office and the other organizational units of the Agency. The Associate Commissioner provides advice with regard to research techniques and methodology for studies and projects, and fosters the use of the office's professional resources in the conduct of such studies.
The incumbent represents the research, evaluation, and statistical interests of SSA at meetings or on committees with other Government agencies, including the Interagency Council on Statistical Policy colleges and universities, research centers, and other professional organizations. S/he makes commitments concerning research, evaluation and statistical projects and activities to be carried out, and the products to be supplied. The incumbent fosters, through cooperative research and demonstration grants, independent study of Social Security-related problems by public and private organizations, institutions, and colleges/universities.
The Associate Commissioner also arranges for other public agencies or private research groups to conduct research, evaluation and statistical projects that tie into the Social Security research program. S/he interprets the Social Security research interests to university and other professional groups, and organizes and fosters both formal and informal professional discussions, joint conferences, and study programs involving a number of social science disciplines and interests.
U.S. Citizenship is required.
Candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).
(1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
(2) Veteran's preference is not applicable to the SES.
(3) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278) within 30 days of appointment.
(4) Selectee must serve a one-year probationary period unless s/he previously completed one in the Senior Executive Service.
(5) Male applicants born after December 31, 1959, must be registered with the Selective Service System before they can be employed by an executive agency of the Federal government. This requirement does not apply to Agency employees appointed before November 8, 1985.
