Child and Youth Programs (CYP) are responsible for providing safe, happy and nurturing care for children. Navy Child and Youth Programs provide high quality educational and recreational programs for children and youth. GSE02 - The duties of this position are developmental in nature and designed to provide experience to qualify for higher level positions leading to the full performance position. The incumbent works under close direction of supervisor or other higher qualified higher graded employee and performs the more routine child care tasks, following step-by-step instructions. Little or no previous training or experience required. Work is reviewed in detail, while in progress and upon completion, to ensure and assess trainee’s progress and to evaluate attainment of training objectives and readiness for future training. Training will be of a progressively more responsible and specialized nature associated with the child care and development operations. These duties are performed to increase knowledge of the child care duties and responsibilities and to develop skills for advancing to the higher-level positions.
GSE03 - The incumbent works under close direction of supervisor or other qualified higher graded employee who makes assignments of specific base tasks, provides detailed initial instructions and is available for guidance and advice on all aspects of the work to be accomplished. Supervisor provides additional specific instructions for new, difficult, or unusual assignments including suggested work methods or advice on resource material available. Incumbent refers deviations, problems, and unfamiliar situations to supervisor.
GE04 - The incumbent works under the direction of the supervisor or other higher graded employee, who provides guidance on scope of assignments and assistance on more complex, n on-routine problems. Work is reviewed in terms of results achieved and adherence to established standards and procedures. Routine day-to-day assignments are normally performed independently with technical assistance available from the supervisor when required. Routine assignments are spot-checked; the more technical assignments are closely reviewed for adherence to policies, procedures, and instructions.

This position has an unusual tour of duty. Approximate hours vary: Wednesday through Friday 5:30-7:30 or 5:30-9:00, occassional weekends.
A qualified candidate for an Entry Level (CY-01 (GSE02)) position possesses the following:
Ability to promote and foster effective working relationships with children, youth, and coworkers
Ability to communicate effectively in English, both orally and in writing
Ability to follow verbal and written instructions
Ability to complete all Department of Navy (DoN) training requirements within the specified time frames, including orientation, initial, Standardized Module training, and ongoing training requirements
Ability to work cooperatively as a member of a team
In addition to the knowledge, skills, and abilities listed above for the Entry Level position, a qualified candidate for the Intermediate Level (CY-01 (GSE03)) position possesses:
Knowledge of basic child and youth development principles as they relate to children and youth’s physical, social, emotional, and intellectual development
Ability to implement developmentally appropriate child and youth development principles and practices under immediate supervision in order to provide high-quality direct care, education, and supervision for children and youth
Ability to interpret a curriculum or activity plan and follow written instructions
Ability to plan and organize work
In addition to the knowledge, skills, and abilities listed above for the Entry and Intermediate Level positions, a qualified candidate for a Full Performance (CY-02 (GSE04)) position possesses:
Knowledge of child and youth development
Skills to implement developmentally appropriate child and youth development principles, practices, and services in order to provide high quality direct care and education for children and youth
Skills to promote and foster effective working relationships with children, youth, and coworkers
Skills to work cooperatively as a member of a team
Ability to explain program processes and procedures, and to provide basic program information

A CYP Assistant – Entry Level (CY-01/GSE02) must be at least 18 years of age with a high school diploma or equivalent. Prior experience working with children and/or youth is preferred.
A CYP Assistant – Intermediate Level (CY-01/GSE03) must be at least 18 years of age with a high school diploma or equivalent AND have 6 months of experience working with children or youth in a child or youth setting AND have completed Child Abuse Modules and Modules 1, 2, and 10 of the DoN Standardized Module Training.
A CYP Assistant – Full Performance (CY-02/GSE04) must be at least 18 years of age with a high school diploma or equivalent AND have completed either:
Child Abuse Modules and Modules 1, 2, and 10 of the DoN Standardized Module Training AND have 12 months of experience working with children and youth
OR
A Child Development Associate (CDA) credential or Military School-Age (MSA) credential
OR
A 2-year degree in Early Childhood Education, Child Development, or a related field of study, which can include Youth Recreation, Physical Education, Elementary Education, Secondary Education, Youth Development, Psychology, Social Work, Home Economics with an emphasis in Human Development, or other degrees as appropriate.
