Position may be filled at the GS-11 or GS-12 level. At the full performance GS-12 level, the incumbent serves as a senior engineer/scientistr.
At the GS-11 level, the duties of this position are developmental in nature and lead to the full performance level of GS-12. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic.
This is an interdisciplinary position and may be filled in any of the following series: GS-0810 or GS-1301 depending on the qualifications of the selected candidate.
Serves as a hydrology/geomorphology expert on an interdisciplinary team of specialist to oversee and provide design recommendations for restoration projects including: bank rehabilitation, gravel augmentation, riparian revegetation, floodplain creation, sediment management, and watershed restoration. Performs the follow:
As the technical specialist in fluvial processes, performs hydraulic and sediment transport modeling, monitoring of water temperature and other water quality indicators, geomorphic baseline monitoring, and in-stream flow measurements, analyses.
Organizes work efforts to implement specific program objectives for in-stream flow evaluations of the Trinity River. Considers the physical processes associated with alluvial rivers as they relate to anadromous fisheries, including river channel migration, flood frequencies, in-stream flow requirements, and channel modification techniques used in habitat restoration.
Evaluates historical monitoring results. Develops discipline-specific monitoring strategies and protocols. Evaluates results and trends. Collects planning and design data. Prepares statistical analysis to include computer modeling to evaluate sediment contribution and transport, channel geometry, and responses resulting from channel modifications.
Leads group’s efforts in channel rehabilitation project design recommendations. Leads the development of annual flow schedule recommendations. Integrates multi-disciplinary information and identification of alternatives to resolve conflicting physical and biological management needs.
Conducts literature searches and synthesizes and documents findings in a variety of technical reports.
Exercises tact and diplomacy in maintaining effective working relationships with the representatives of cooperating agencies, the Indian Tribes involved, landowners, special interest groups, and the general public.

4. Ability to communicate orally and in writing to prepare technical reports, provide technical advice, and explain and defend assumptions, practices, and data collection techniques.
5. Skill in developing interpersonal relationships to work as a team member and coordinate and solicit technical evaluations and products.
