Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.
This position is located in the Office of Regulatory Policy in the Policy Division of the Financial Crimes Enforcement Network (FinCEN). The incumbent serves as the Director of the Office of Regulatory Policy and directs a staff in formulating and issuing Bank Secrecy Act (BSA) regulations and amendments and interpreting those regulations, as well as developing regulatory policy documents and legislative proposals to apply to a continually evolving and expanding set of business categories. This often involves outreach, education, and interpretive guidance for the regulated financial industry, law enforcement agencies, and agencies examining for compliance. The incumbent also provides advice and subject matter expertise in support of requests from the Associate Director, the front office of FinCEN, the front office of the Office of Terrorism and Financial Intelligence, and other senior Treasury officials, as well as external stakeholders.

Security Clearance: This position has been designated National Security Level IV, Special Sensitive. Applicants must possess a favorably adjudicated Tier 5 level background investigation and have been awarded a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. As a Supervisory Regulatory Policy Specialist, you will:
- Provide the leadership for the Policy Division, and other FinCEN management, with the advice and assistance necessary to formulate, plan, develop, or implement regulatory policy programs, initiatives, strategies, or projects. Continually assess and prepare analyses of statutory and regulatory policy effectiveness. Advise on the integration of regulatory policy functions with compliance and enforcement functions and with other FinCEN programs. As appropriate, participate in management conferences, planning sessions, or other meetings to accomplish these actions, present proposals, or provide technical expertise.
- Participate as a speaker or panelist at relevant conferences and otherwise conducts outreach and training to the regulated industry, law enforcement officials, Congressional staffers, and to those organizations examining for compliance concerning the interpretation and implementation of regulations, through direct interface, oral briefings, written guidance, and training seminars. Maintain continuing liaison with representatives of these organizations to clarify regulatory intent and identify areas in which further regulatory improvements can be initiated.
- Lead staff in identifying issues and areas of concern to be addressed through existing or new Bank Secrecy Act regulations. Identify categories of business that are appropriate for BSA regulation, develop expertise in those sectors, and recommend regulatory provisions that are specific to those sectors. Work with law enforcement and industry representatives to identify risks and vulnerabilities and to develop insights as to the practices unique to those businesses and the impact that various regulation provisions might have on those businesses.
- Exercise first-level supervision over a staff engaged in work to carry out regulatory policy development activies. Establish program objectives, organizational goals, policies, operating procedures, and other measures necessary to carry out regulatory policy mandates. Evaluate program effectiveness, identify the need for changes in policies and procedures, and, as necessary, develop and disseminate methodologies or instructions needed to communicate program direction or improve program effectiveness. Monitor staff activities to ensure work is accomplished in accordance with instructions and that staff efforts comply with and support FinCEN mandates as these relate to assigned program areas.
The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
