About the Position: Sexual Harassment/Assault Response Program (SHARP) provides awareness and prevention, training and education, victim advocacy, response, reporting and follow up for sexual harassment/assault issues. Army promotes sensitive care, advocacy, treatment, reporting options for victims of sexual harassment/assault and accountability for those who commit these crimes. Positions within the Army Sexual Harassment/Assault Response and Prevention (SHARP) Program are the Army's "frontline forces" in the fight against sexual assault and require significant trust. It is Army's goal that employees in SHARP positions meet the highest standards of character, conduct, and personal integrity. In order to ensure that only employees with appropriate backgrounds serve in these important positions, the Department of Army has developed guidance which requires selectees for SHARP positions undergo enhanced background checks.
NOTE: This is a Temporary appointment NTE 01-NOV-2018 and it may be extended in increments of up to 1 year not to exceed a total of 3 years.

Serves as a Victim Advocate (SHARP) providing professional and comprehensive advocacy services to victims/survivors of sexual assualt and sexual harassment. Conducts assessments with clients to evaluate needs and risks; recognizing the need for professional intervention and refering to appropriate services. Ensures victims of sexual assault receive all needed guidance and emotional support during administrative, medical, investigative, and legal procedures, and that victims understand the processes involved and that data will be collected, reported, and maintained on cases. Accompanies victims and provides support in securing medical treatment, safe shelter, protective orders, court hearings, educational, transportation, financial services, and follow-up assistance. Provides support before, during and after trials. Conducts interactive training workshops/seminars to victims, community agencies and the organization.

Position is Emergency Essential in support of mobilization and wartime mission. EE employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilization, alerts, and field training exercises. Prior to employment the employee will sign a statement agreeing to the EE condition of employment.
Employee must pass a medical examination and receive required immunizations for the overseas/deployment locations.
May be subject to occasional On-Call.
Requires off-duty hour support to include a 24-hour rotation for advocacy services to victims.
Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07). Specialized experience is defined as: Providing professional advocacy services to victims or survivors of sexual assault and sexual harassment; conducting assessments with clients to evaluate needs and risks; recognizing the need for professional intervention and referring to appropriate services; maintaining partnerships in the community, and conducting training/seminars on sexual assault/sexual harassment.
You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Degree: behavioral or social science; or related disciplines appropriate to the position OR
Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
Education: To qualify based on education in lieu of specialized experience, applicants must possess a completed master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the GS-09 grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
