The incumbent serves as Supervisory Attorney Advisor (Division Chief) in the Audio Division. In this capacity, the incumbent develops plans for the accomplishment of the Division functions and establishes policies and priorities for the Division.
The incumbent continuously evaluates progress of operations through discussion with subordinates and review of reports and documents; takes action to adjust priorities and resources to meet urgent needs and to improve the efficiency and effectiveness of operations in accordance with merit system principles. Reviews and endorses recommendations by subordinates on those matters requiring decision by the Chief of Staff, Bureau Chief, Deputy Bureau Chiefs, Associate Bureau Chiefs and/or Commission. Coordinates the work of the Division with other Divisions of the Bureau on matters of mutual concern.
The incumbent makes oral presentations at Commission meetings and participates as Bureau representative in a wide variety of internal and external conferences and meetings pertaining to the development and execution of Division policies and procedures, particularly those having Bureau-wide effects or ramifications; represents the Bureau and the Commission at industry-government conferences and conventions of broadcasters and other groups. Confers with industry representatives, licensees, applicants, Members of Congress, other government agencies to discuss and advise on application of rules, regulations and policies, and testimony to be developed, concerning former decisions of the Commission.
Directs the preparation of reports, studies, and data for presentation to the Commission, Congressional committees and others and personally presents testimony as required. The incumbent serves as advisor to the Chief of Staff, Deputy Bureau Chiefs, Bureau Chief and/or Associate Bureau Chiefs on matters within his/her functional area and establishes performance standards for and evaluates the work of subordinate supervisors and reviews appraisals for other employees.
