NSF is relocating to Alexandria, Virginia. In the late summer of 2017, NSF will begin the transition from its current location in Arlington, Virginia to 2415 Eisenhower Avenue, Alexandria, VA 22314. The new location is adjacent to a Metro station (Eisenhower Avenue on the Yellow Line) and there is ample parking in the area. There are several amenities nearby, such as restaurants, hotels, and shops.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period.
Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). Serves as the National Science Foundation’s (NSF) Chief Financial Officer and Head, Office of Budget, Finance and Award Management (BFA). The incumbent is a member of the NSF leadership team and is the principal advisor to the Director and Deputy Director/Chief Operating Officer, NSF, in matters relating to NSF’s budget, financial management, grants and agreements, and contracting functions. The Office Head provides leadership and direction to BFA staff and activities to ensure the entire organization works in partnership to support NSF and its customers from a business perspective. The Office Head, BFA, also serves as the Chief Financial Officer and Performance Improvement Officer for NSF. Functions as the Foundation’s chief policy advisor on all financial management issues and serves as a member of the federal Chief Financial Officer’s Council (CFOC). The incumbent coordinates the broad scope of BFA activities with organizations throughout the Foundation and with external bodies, including representatives of the Administration, congressional staff, other federal officials, and the science and engineering community.
The incumbent of this position is designated as a Senior Agency Official for the purpose of e-mail records management. The e-mail records of Senior Agency Officials will be preserved as permanent records in accordance with OMB and National Archives and Records Administration (NARA) requirements.

1. Demonstrated ability in general management of, and knowledge of and extensive practical experience in financial management practices in large governmental, business entities, or university.
2. Demonstrated experience to include finance, budget, cost accounting and reporting, performance and/or discretionary grants management, and comprehensive understanding of the federal budget process, including OMB/Congressional roles, and general appropriations law.
3. Broad knowledge and demonstrated skill in addressing policy and budgetary issues and congressional priorities affecting the vitality of the scientific and engineering enterprise and the funding of research and education.
4. Substantial knowledge of pertinent OMB circulars, bulletins and guidance and laws that pertain to financial management activities, such as DATA Act, CFO Act, FITARA, FISMA, GONE Act, GPRA MA, PL 106-107 etc. Uniform Guidance, A-11, A-123.
