The primary mission of the Office of Inspector General (OIG) is to promote effective management, accountability, and positive change in the Department of State, the Broadcasting Board of Governors (BBG), and the foreign affairs community. The incumbent of this position serves as the Chief of Staff to the Inspector General (IG), a Presidential appointee, the Deputy Inspector General (DIG), a member of the Senior Executive Service (SES). The work of this position involves a close and confidential working relationship with both the IG and DIG.
The Chief of Staff serves as a representative of the OIG at a variety of inter-agency and intra-agency groups, including the Council for Integrity and Efficiency (CIGIE) to ensure the IG's views and concerns are considered.
The Chief of Staff conducts original research, and when necessary, drafts original material for the IG and DIG on both intra and inter-agency matters and contributes to the preparation of reports, briefings, presentations, and responses on OIG matters that may involve legal issues. The Chief of Staff also represents the OIG at meetings when required and works closely with senior staff on such matters as the preparation of the Semi-Annual Report to Congress, Management Challenges, and major CIGIE requests.
The Chief of Staff serves as a liaison to the OIG and executive staff representing and assisting the IG and DIG in fulfilling their responsibilities throughout the organization. The Chief of Staff confers with OIG leadership and staff members to coordinate Front Office activities, especially those dealing with audits, evaluations, and inspections. The Chief of Staff also assists in the resolution of organizational or departmental highly sensitive or urgent matters, and assists the IG and DIG in providing direction, coordination and advice to staff in carrying out the activities of the OIG.
The Chief of Staff, establishes and maintains effective relationships with key leadership including OIG personnel, Senior Officials, and other Offices of Inspector General. Attends inter-agency meetings when necessary to assist in information exchanges as well as effectively advocating for OIG.
The Chief of Staff identifies legal issues that arise in the course of carrying out the duties of the position and presents such issues to OIG Office of General Counsel (OGC), or coordinates with OGC to ensure the legal analyses reflect OGC's position. The work is extremely complex and involves difficult legal and policy questions and factual issues concerning OIG work product. This position requires a high degree of independent judgment and expertise in representing OIG's interests.
Overall the Chief of Staff provides a wide variety of professional support to the IG and DIG including: representing the IG and DIG at meetings when required; assisting the DIG and the IG in developing key messages to fulfill OIG’s mission and goals; presents information at meeting or other events as needed; and attends and participates in meetings.
