The Office of the General Counsel (OGC) provides the Social Security Administration (SSA or the agency) with legal counsel in all matters regarding litigation against SSA. OGC has a full-time staff of approximately 600 attorneys who provide advice to the agency that touches the lives of millions of individuals dependent upon Social Security for their well-being. OGC's attorneys partner with the Department of Justice to represent SSA in program and general litigation before federal district and appellate courts. OGC's attorneys also represent SSA before administrative agencies such as the Equal Employment Opportunity Commission and the Merit Systems Protection Board, and provide legal advice on matters ranging from family and trust law, to employment and labor law. They also deal with torts, ethics, bankruptcy, civil rights matters, federal procurement law, and Freedom of Information Act and Privacy Act issues.

OGC, with Headquarters in Baltimore, Maryland, is led by the General Counsel and the Deputy General Counsel who provide legal services and advice to the Commissioner and members of SSA's executive staff. OGC also has two offices in Headquarters, the Office of Program Law, and the Office of General Law, each headed by an Associate General Counsel, that provide a full complement of legal services to the agency. OGC also has an Office of Privacy and Disclosure, headed by an Executive Director. In addition, OGC has offices in ten major U.S. cities.
Each office is headed by a Regional Chief Counsel and is responsible for providing legal services and support to the Regional Commissioner and SSA components within the region. OGC has regional offices in Boston, New York, Philadelphia, Atlanta, Chicago, Dallas, Kansas City, Denver, San Francisco, and Seattle.
The Regional Chief Counsel is the principal regional-based OGC official responsible for providing executive leadership and coordination of the full range of legal services for all programs and responsibilities in the Atlanta region, encompassing the states of: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, and Tennessee.
OGC attorneys, under the direction of the Regional Chief Counsel, provide legal services and advice in matters concerning the policies, operations, and administration of the various programs administered by SSA. They also provide legal services to SSA with respect to business management activities and administrative operations, including procurement, contracts, patents, copyrights, personnel, budget, appropriations, employment, compensation, travel, and non-benefit claims by and against SSA.
Candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).
(1) The selectee for this position will be subject to an appropriate security investigation, including fingerprinting and periodic future reinvestigation(s).
(2) Veteran's preference is not applicable to the SES.
(3) This position is covered under the post-employment restrictions of the Ethics in Government Act of 1978 (PL 95-521). This law also requires the selectee to file an Executive Personnel Financial Disclosure Report (Standard Form 278) within 30 days of appointment.
(4) Selectee must serve a one-year probationary period unless s/he previously completed one in the Senior Executive Service.
(5) Male applicants born after December 31, 1959, must be registered with the Selective Service System before they can be employed by an executive agency of the Federal government. This requirement does not apply to Agency employees appointed before November 8, 1985.
