This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Marine Minerals Branch (MMB), Leasing Division (LD), in Sterling, VA.
The MMB is responsible for the oversight of policy and issues related to the Outer Continental Shelf (OCS) non-energy mineral leasing, development, and management. Major functions of the MMB include the leasing of OCS non-energy minerals; stakeholder outreach on issues associated with the Marine Minerals Program (MMP); projection and planning of future resource commitments needed to meet program goals and objectives; program regulation and procedures; and identification of significant gaps in scientific data and information that could impede discovery or leasing of strategic minerals.
This is a permanent, full-time, career/career conditional appointment.

Salary Information
GS-7: $44,941-$58428 per annum. GS-9: $54,972-$71,467 per annum.First time hires to the Federal government normally start at the lower salary range of the grade level.

At the full performance level GS-11 the major duties of this position include, but are not limited to the following:
1) Uses ArcGIS and other tools in the review of post-dredging surveys to check on such lease terms as depths of cut, side-slope angles, and to ensure that all dredging took place within the boundaries of the lease area.
2) Handles data entry, analysis and GIS applications for the long term maintenance, analysis and dissemination of marine mineral program datasets. Specifically maintains an electronic database (MMP GIS) for OCS sand leases as well as information from cooperative agreements and studies, including copies of maps, reports, lease documents and correspondence, pre- and post-dredging surveys, and geophysical and geological data.
3) Assists marine mineral staff in a wide range of data types (such as geophysical, geological, biological, dredging, and geospatial) in both tabular and spatial formats and provides support to lease project coordinators for negotiated leases and coordinates activities with other members of the MMB to ensure consistent data workflows and metadata are complete.
4) Monitors real-time dredge track information from ongoing operations and integrates applicable dredge quality management data and products for use in post-dredge biological and physical monitoring efforts.
5) Analyzes the results of post-dredging monitoring surveys for completeness and compliance with the lease agreement.
6) Supports MMB outreach efforts to inform states, industry, academia, special interest groups, the public, and other Federal agencies of MMP activities. This includes scientific and technical conferences.
7) Utilizes various applications and software such as ArcGIS, SonarWiz, Surfer, CARIS, and/or Fledermaus to analyze and evaluate offshore sand resources.
8) Participates as a contributing member on a multidisciplinary team to carry out a project, including but not limited to beach nourishment/coastal restoration projects, which also requires effective coordination and resolution of differences with other groups, agencies, and Departments whose views may not conform to BOEM policies or perspectives.
