The ideal candidate will have experience working with environmental and historic preservation compliance requirements for federally funded projects; and specific experience with preparation of NEPA and National Historic Preservation Act Section 106 compliance documents. This position starts at a salary of $53,575 (GS-9) or $64,820 (GS-11) with promotion potential to the $77,694 (GS-12). EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will use all practical means and measures to protect, restore and enhance the quality of the environment, to avoid or minimize adverse impacts to the environment and comply with environmental planning and historic preservation responsibilities in order to attain the objectives of: a) helping communities reduce the impact that disasters and emergency management decisions and operations have on the nation’s natural and cultural resources; b) preserving historic, cultural and natural aspects of national heritage and maintaining, wherever possible, an environment that supports diversity and variety of individual choice; c) achieving a balance between resource use and development within the sustained carrying capacity of the ecosystem involved. You qualify for this position at the GS-9 level (starting salary $53,575) if you possess the following:
One full year of specialized experience equivalent to the GS-7 level that demonstrates the following: 1) experience drafting documentation for inclusion in consultations under National Historic Preservation Act Section 106 and supporting the development of National Environmental Policy Act documents, or 2) performing work with historic preservation compliance requirements on a presidentially declared disaster.
Or Master's or equivalent graduate degree; or Two full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.
Or Combination of education and experience
You qualify for this position at the GS-11 level (starting salary $64,820) if you possess the following:
One full year of specialized experience equivalent to the GS-9 level that demonstrates the following: 1) experience assisting with drafting documentation for adverse effect consultations under National Historic Preservation Act Section 106 and participating in the development of National Environmental Policy Act documents, and 2) performing work with historic preservation compliance requirements on a presidentially declared disaster.
