Summary

The Executive Director for Enterprise Portfolio Management is a full time position that reports to the Deputy Assistant Secretary, Enterprise Program Management Office, Office of Information and Technology. 

This position is located in Washington, DC.                                                                                                           

The Executive Director works with a virtual workforce and matrixed government resources. The organization uses a portfolio-based staffing approach and staff are assigned to programs and projects based on organizational priorities.                    

VA structures its SES positions into pay bands. This is a pay band 3 position and the salary range is $124,406 to $172,100.

Help

The Executive Director for Enterprise Portfolio Management reports directly to the Deputy Assistant Secretary, Enterprise Program Management Office who provides assignments in terms of broad Departmental and VA-related goals and objectives. The Executive Director is a visionary and an execution-oriented implementer responsible for leading the coordination, scheduling, resource allocation, management and implementation of Enterprise-wide IT projects.

The responsibilities include, but are not limited to:

-Provides oversight and direction to the Enterprise Portfolio Managers whose responsibilities include complex programs and projects, involving a diverse set of components, including healthcare processes and technology, business processes and technology, etc. to meet VA's strategic initiatives and goals;

-Leads and directs all phases of enterprise-wide project life-cycles including project rollout, operation, management, and execution, and ensures accurate schedule development and timely task completion;

-Responsible for developing the organizational strategy and incorporating the strategy in the finalization of program/project findings and recommendations; -Establishes strong, effective stakeholder relationships, collaborates with stakeholders and directs team members to ensure successful project implementations;

-Develops best practices for program and process improvement and pursues efficiencies for continuous improvement ensuring compliance with change management processes;

-Leads the development of policies, procedures and strategies to support the achievement of the project objectives.

Qualifications

To meet the minimum qualifications, applicant must possess the following technical and executive core qualifications.  These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, or program manager.  An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
