NSF is relocating to Alexandria, Virginia. In late summer of 2017, NSF will begin the transition from its current location in Arlington, VA to 2415 Eisenhower Avenue, Alexandria, VA 22314. This position is located in the Office of Legislative and Public Affairs (OLPA). OLPA communicates information about the activities, programs, research results and policies of the National Science Foundation (NSF) by employing a variety of tools and techniques to engage the general public and selected audiences including Congress, the news media, state and local governments, other Federal agencies, and the research and education communities.

The work of this position is centered on directing the congressional relations staff, providing management and oversight of Congressional reporting and outreach processes, and providing expert advice regarding interactions with Congress and the Administration (including other federal agencies) and with international governmental science funding organizations.
Duties include:
-Serving as the immediate supervisor of the congressional relations staff.
-Creating and maintaining relationships in Congress and Congressional staffers.
-Overseeing NSF’s participation in hearings and associated testimony development.
-Monitoring actions of Congressional committees, including the authorizations and appropriations committees related to NSF interests.
-Overseeing analysis, development, and preparation of material for the NSF Director and key NSF officials on budgetary, programmatic, and legislative developments important to NSF, the NSB, and the science research and education communities.
-Managing processes and engaging with NSF leaders in ensuring the timely delivery of Congressional reports and responses to requests from Congress and the Administration.
-Managing issues analysis and development of recommendations for NSF’s positions on appropriations and authorizing legislation before Congress.
-Coordinating legislative and other public outreach strategies with colleagues in other federal science funding agencies, and with OSTP and the White House, as well as the scientific community.
-Developing and implementing strategic, long-term, and short-term program plans.
