This position is located in the Office of the Director of Physical Security Programs (PSP), Bureau of Diplomatic Security. The incumbent assists the PSP Financial Management Analyst in the expert technical review and analyses of the PSP financial resources portfolio which delivers worldwide physical security for personnel, information and facilities as codified by the U.S. Department of State and mandated by Congress at more than 220 U.S. diplomatic facilities overseas and 120 domestic facilities, with an annual budget in excess of $300 million dollars and encompasses over 35 budgeted program activities.

-Assists the PSP Resource Manager in the formulation and execution of an annual budget of over $300 million dollars and over 35 budgeted program activities.
-Drafts comparative financial analysis of current and projected program needs and associated requests to identify patterns and trends of resource usage.
-Drafts financial strategic plans requiring financial data fact-finding, collection, development, review and analysis of budget projects and justifications.
-Tracks and monitors Worldwide Security Protection program funding, security supplemental, special appropriations carryovers, and inter and intra-agency recoveries.
-Plans and coordinates program aspects of third party contracts, Personal Service Contracts (PSCs), blanket purchase agreements, procurement requests, and MIPRs with the A Bureau’s Office of Logistics Management and DS Contracts and Procurement Division.

- Knowledge of budget formulation and execution processes, procedures, and requirements to formulate, justify, and monitor the execution of the assigned budget areas and to advise managers on all phases of the budget.
- Ability to forecast and procure armored vehicles, weapons of mass destruction, training equipment and defensive equipment for both overseas and domestic locations.
- Ability to plan and coordinate interagency agreements and manage third party contracts, Personal Service Contracts, blanket purchase agreements, procurement requests, reimbursements and MIPRs (military interdepartmental purchase requests).
- Knowledge of accounting and financial management reporting requirements to include cost analysis and control.
