As a LEGISLATIVE LIAISON you will be responsible for the following duties:
Serves as a Legislative Liaison, interacting directly with Members of Congress and Congressional staff to communicate agency positions and views in support of the DTRA mission, programs, budget, and legal authorities.
Participates in the development and execution of the agency Legislative Affairs program and assists with the shaping and execution of the DTRA Governmental Affairs program.
Assists interagency legislative affairs activities in support of the agency mission, programs, and resources.
Assesses the political environment in terms of impact on agency mission, programs, and budget.
Ensures that briefings, hearing testimony, reports and appeals to congress are clearly written and responsive to the needs and expectations of Congressional audiences.
Prepare agency officials for Congressional interactions, escorting them to such events, and ensures fulfillment of commitments made in the course of such interaction.

You must possess an in-depth and mature knowledge and familiarity of committee, sub-committee, and select committee procedures, processes, and people involved in the day-to-day mechanics of the legislative branch that would be garnered through significant (at least 3 years) Capitol Hill experience working as a Legislative Assistant or related positions and significant experience working with relevant Congressional Committees.

Specifically you will be evaluated on the following competencies:
1. Advanced knowledge of the Congressional defense budget and oversight processes, and DoD legislative affairs policy, processes, and procedures.
2. Skill in establishing and maintaining contacts with customers expressing widely differing viewpoints.
3. Analytical ability to evaluate complex variables and issues including legislative issues and opinions that potentially impact the agency.
Time-in-Grade Requirements: Federal employees must meet time-in-grade requirements for merit promotion consideration. Time-in-grade is the 52-week requirement Federal employees in competitive service, General Schedule (GS) positions at GS-5 and above must serve before they are eligible for promotion (advancement) to the next grade level.
