By the closing date of this announcement, you must meet the minimum qualification requirements as outlined in the Office of Personnel Management (OPM) Qualification Standards Handbook and as identified in this announcement below.
A. I have at least one year of specialized experience performing the work of a Biological Science Technician. This experience is equivalent to the GS-3 level in the Federal service and is directly related to this position being filled. B. I have 2 full years of progressively higher level education that include 12 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, botany, animal husbandry, physics, agriculture, mathematics or GIS. 6 of these hours must be directly related to this Bio Science Tech position being filled. I have submitted a copy of my transcripts that verifies this answer.
-OR-
C. I have a combination of experience as described under letter A above and education as described under letter B above which, when combined, is equivalent to 100% of the qualification requirement. To calculate your percentage of education, first determine the total number of semester hours, and then divide the total number of your semester hours by 18 (or your school's definition of one year of study). To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. I have submitted a copy of my transcripts that verifies this answer.
You must submit a copy of your college transcripts to support your education claims if you are qualifying for the position based on education. Unless otherwise stated, unofficial transcripts are acceptable. If selected, you will be required to produce official transcripts.

The duties of this position are not suitable for telework.
1. If you have special priority selection rights under the Agency Career Transition Assistance Plan (CTAP) or Interagency Career Transition Assistance Plan (ICTAP) you may apply for special selection over other candidates for this position. For information on how to apply as an ICTAP eligible see http://www.opm.gov/rif/employee_guides/career_transition.asp#ictap. To be well-qualified and exercise selection priority for this vacancy, displaced Federal employees must be rated at 85 or above on the rating criteria for this position. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(a) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating and a copy of their most recent SF-50 noting current position, grade level, and duty location. Please annotate your application to reflect that you are applying as a CTAP or ICTAP eligible.
2. Category rating procedures will be used to rate and rank candidates. Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job-related competencies or knowledge, skills and abilities (KSAs) have been assessed are ranked by being placed in one of three predefined quality categories instead of being ranked in numeric score order. The Category Rating method does not add veteran's preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each quality category. Preference eligibles that meet minimum qualification requirements and have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-09 grade lever or higher.
3. If you are a male applicant who was born after 12/31/59 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.
All qualification requirements must be met by the closing date of this announcement. Additional information on the qualification requirements is outlined in the OPM Qualifications Standards Handbook of General Schedule Positions. It is available for your review in our office, in other Federal agency personnel offices, and on OPM's web site at http://www.opm.gov/qualifications.
