This position is located in the Mission and Installation Contracting Command (MICC), Fort Drum, NY. In this position you will perform all aspects of the procurement cycle through formal advertising, evaluating proposals, contract negotiations, execution, and administration of supplies, equipment, services, construction and/or special assigned programs. You will perform pre-award contracting functions such as develop procurement packages, conduct pre-solicitation/pre-proposal conferences, compile bidder's lists, and analyze proposals for requirements which will range from minor equipment to commodities. You will perform post-award functions such as monitor contractor performance, negotiate Delivery Orders (DO), and process modifications to contracts. You will conduct extensive negotiations during all phases of the procurement process and request or perform price/cost analysis.
NOTE: This position may be filled at the developmental grade level; GS-07, GS-09, or at the full-performance grade level GS-11. If the position is filled at the GS-07 or the GS-09 (developmental grade level) the incumbent will have non-competitive promotion potential to the GS-09 and GS-11 grade level. The incumbent will receive assignments that are designed to develop skills and knowledge until reaching the full promotion potential of GS-11.

Basic Education Requirements:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. (Transcripts are required at the time of application).
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)
NOTE: The education requirements listed above apply only to individuals entering the Department of Defense (DoD) GS-1102 positions on or after October 1, 2000. Current civilian personnel in the DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in the DoD on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, are also exempt from meeting this requirements.
Specialized Experience Required: In addition to meeting the Basic Education Requirement listed above, qualified candidates for this position MUST ALSO identify in their resume that they possess one year of specialized experience equivalent to the next lower grade/level in the Federal service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
GS-07 GRADE LEVEL: to qualify at the GS-07 grade level, applicants must possess and your resume must describe at least one year of specialized experience at the next lower grade that demonstrates the following experience: assisting with monitoring contracts for compliance with applicable laws; maintaining contract files; assisting with conducting negotiations and awarding pre- and post-awards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-05).
GS-09 GRADE LEVEL: To qualify at the GS-09 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-07) that demonstrates the following: applying procurement regulations, procedures, and techniques; conducting negotiations; providing recommendations covering approvals of awards; and assisting in pre- and post-award procurement of supplies/services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-07).
GS-11 GRADE LEVEL: To qualify at the GS-11 grade level, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-09) that demonstrates the following: Preparing and issuing solicitation documents ensuring clear and complete specifications; reviewing requisitions and determining appropriate method of procurement; developing procurement plans, performing detailed analysis of bids or proposals and drafting final contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09).
You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade (or equivalent).
Combination of Education and Experience: For this position you may qualify with a combination of qualifying education (as described below) and qualifying specialized experience. When combining education with experience, first determine the total qualifying education as a percentage of the education required; then determine experience as a percentage of the experience required; finally, add the two percentages.
