This position serves as an IT Project Manager in the U. S. Department of Education, Office of Civil Rights (OCR), Headquarters Office, Resource Management Group (RMG) located in Washington, DC. The purpose of this position is to provide OCR-wide range of information technology management services to include IT strategic planning, capital planning and investment consultation, policy and standards development and interpretation, knowledge management, IT program assessment, information security management and project management. The office operates under the jurisdiction of Title VI of the Civil Rights Act 1964, Title IX of the Education Amendments of 1972, Section 504 of the Rehabilitation Act of 1973, the Age Discrimination Act of 1975, Title II of the Americans with Disabilities Act of 1990, the Boy Scouts of America Equal Access Act, and their implementing regulations.

As an IT Project Manager, this position works to ensure that the web site activities, ancillary IT functions, and the online complaint form process are integrated into the information technology domain of the US Department of Education including identifying potential technology upgrades, other IT integrations (both internal and external to OCR) that have the potential to significantly enhance OCR's capability to reach even more students; their families and interested advocacy groups that work to ensure high quality education access is being equitably distributed to all classes of students. Ultimately, OCR-IT focuses on enabling OCR to more adequately and expertly enforce the education-related civil rights laws in America's public schools.
The position also serves as an IT Project Manager to develop, modify, or enhance an information technology product, service or systems to include:
-Identifies customers' information systems requirements;
-Analyzes information systems requirements or environment;
-Designs or conducts analytical studies, cost-benefit analyses, or other research;
-Evaluates, monitors, or ensures compliance with laws, regulations, policies, standards, or procedures;
-Purchases or contracts for IT service, equipment, products, supplies, property, or other items;
-Integrates information systems subsystems;
-Develops information systems testing strategies, plans, or scenarios;
-Identifies standards or requirements for infrastructure configuration or change management;
-Participates in change control (for example, reviewing configuration change requests);
-Develops or implements information systems security plans and procedures; and
-Ensures appropriate product-related training and documentation are developed and made available to customers.
