The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Career appointees are eligible for bonuses based on performance in addition to base pay. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions. New appointees to the SES are required to serve a one-year probationary period. Final selection of career appointees requires the approval of the U.S. Office of Personnel Management (OPM). OPM approval will be based on the selectee's background in five executive core qualification areas: (1) Leading Change, (2) Leading People, (3) Results Driven Leadership, (4) Business Acumen, and (5) Building Coalitions that are incorporated in the five executive/managerial requirements for the position. Position may be filled on a one-to-three year SES Limited Term Appointment or on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits. The National Science Foundation (NSF) will reimburse the home institution for NSF's negotiated share of the costs.

Serves as a member of the CISE leadership team and as the Foundation’s principal spokesperson in the area of information and intelligent systems. The Division of Information and Intelligent Systems (IIS) is responsible for programs with a total annual budget of approximately $176 million. IIS studies the inter-related roles of people, computers, and information. IIS supports research and education activities that 1) develop new knowledge about the role of people in the design and use of information technology; 2) increase our capability to create, manage, and understand data and information in circumstances ranging from personal computers to globally-distributed systems; 3) advance our understanding of how computational systems can exhibit the hallmark of intelligence.
The Division Director has managerial and oversight responsibilities for the effective use of division staff and resources in meeting organization goals and objectives. This includes directing the activities of the Division of Information and Intelligent Systems, assessing the needs and trends, developing breakthrough opportunities, implementing overall strategic planning, and policy steering. Supervises and provides leadership and guidance to senior IIS staff, program officers, administrative and support personnel. Determines funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, oversees the evaluation of proposals and recommendations for awards and declinations, and represents NSF to relevant external groups. Fosters partnerships with other Divisions, Directorates, Federal agencies, scientific organizations and the academic community.

1. Ph.D. or equivalent professional experience or a combination of education and equivalent experience in computer and information science and engineering.
2. Familiarity with Federal, academic and industrial research and education initiatives focused on state-of-the-art computer and information science and engineering.
3. Demonstrated knowledge of relevant academic community, recognized professional standing and strong evidence of scholarship focusing on computer and information science and engineering, including publication of research, and recognized effective, innovative leadership in research administration as evidenced by publications and/or professional leadership and awards
4. Skill in recognizing, developing and implementing approaches and programs, which build on the expertise and knowledge of researchers and educators in multiple disciplines to develop solutions to important cross-cutting research and education problems.
